The National Capital Commission (NCC) is seeking to establish a Standing Offer Agreement (SOA) for a period of five (5) years from date of award for the services of a contractor on an “as and when needed” basis for Professional Services of a Senior Business Analyst. The NCC has a requirement to modernize a series of custom-built legacy systems over the next five years and is seeking proposals for professional services of a Senior Business Analyst to assist with the delivery of the projects activities.
More than one Standing Offer Agreement (SOA) may be awarded as a result of this request for proposals. The resulting SOA(s) will be for a period of five (5) years from date of award.
To be considered, your tender must be received no later than 3 p.m. Ottawa time on December 21, 2017 at the National Capital Commission, 2nd Floor Security Centre, 40 Elgin Street in Ottawa, Canada, K1P 1C7, with a reference to tender file #NR113. Email, faxed or late submissions will not be accepted.
Enquiries regarding this tender must be submitted in writing to the following: Senior Contract Officer, Nathalie Rheault, e-mail address nathalie.rheault@ncc-ccn.ca as early as possible within the solicitation period. Enquiries should be received no later than December 14, 2017 at noon to allow sufficient time to provide a response. Enquiries received after that time may result in an answer not being provided. To ensure consistency and quality of the information provided to all Proponents, the Senior Contract Officer shall examine the content of the enquiry and shall decide whether or not to issue an amendment. All enquiries and other communications related to this proposal sent throughout the solicitation period are to be directed ONLY to the Senior Contract Officer named above. Non-compliance with this requirement during the solicitation period can, for that reason alone, result in disqualification of a proposal.
Note that amounts quoted in this RFP are in Canadian dollars. Payment is net is 30 days.
