An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Background
Correctional Service Canada – CORCAN - to disassemble existing ECO systems furniture layout, refit and install new systems workstations. The project involves thirty ECO systems workstations with multiple power feeds disassembled and refit into existing area adding an additional fourteen stations using multiple power feeds.
Scope / Objectives
The Contractor must disassemble existing ECO systems furniture layout, refit and install new systems workstations. The project involves thirty ECO systems workstations with multiple power feeds disassembled and refit into existing area adding an additional fourteen stations using multiple power feeds.
The work must be performed between February 26 – March 31.
Tasks
The Contractor must:
- Inventory the product and report any shortages immediately;
- Effect complete disassembly of 30 existing ECO workstations for the refit;
- Effect installation of 14 additional ECO workstations for the refit;
- Produce an installation plan for 44 ECO workstations as defined by CORCAN Technical Engineering Design & Support Centre;
- Remove all packaging and debris from the area and dispose in recycling and garbage bins provided at the Work site;
- Produce a deficiency list and installation report to be provided to CORCAN Account Rep;
- Dust off and wipe down product leaving it ready for use; and
- Communicate with the CORCAN Account rep prior to and during the installation to provide progress as necessary.
Deliverables:
The Contractor must produce:
- 44 Fully assembled ECO workstations as per the specification provided by CORCAN; and
- A deficiency list and Installation report to CORCAN account rep identifying all disassembly, refit and installation concerns.
Location of work
The Contractor must perform the work at the following location: Denwood, AB; Department of National Defence, CFB Wainwright
Language of Work
The Contractor must perform all work in (English).
Performance standards:
- 12 hour workdays must be accommodated to meet installation deadline;
- Technical conformity must be accurate and complete as per CORCAN Technical Engineering, Design & Support Centre drawings and with consideration for other trades and Base personnel to install data and telephone lines concurrently with furniture installation;
- The installation schedule is firm Feb 26 – NLT March 9, based on a single trip; and
- All installation to new configuration must be completed not later than March 9.
1.5.2 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).

a. The Contractor must perform the work at Denwood, AB; Department of National Defence, CFB Wainwright
b. Travel
i. No travel is anticipated for performance of the work under this contract.

The contractor must perform all work in English
1.6.3 Security Requirements:
There are no security requirements associated to this contract.
2. Criteria for assessing the statement of capabilities (minimum essential requirements):
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
Experience: Must possess no less than 8 years experience in the past 10 years conducting large installations using ECO modular systems furniture and have experience with disassembly for refit purposes using multiple electrical feeds of projects no less than 20 workstations completed in a two week timeframe for a Federal Department.
3. Applicability of the trade agreement (s) to the procurement
This procurement is not subject to any trade agreement.
4. Set-aside under the Procurement Strategy for Aboriginal Business
This procurement is not subject to any set-asides for Aboriginal Suppliers.
5. Comprehensive Land Claims Agreement (s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
The pre-identified supplier, Greenway Furniture Installations, has completed numerous projects for other federal departments for the past 15 years, including DND, in tight timeframes (less than two weeks) and under complicated and challenging conditions. They are very experienced with the ECO systems furniture and electrical layouts for ceiling or wall fed configurations and have extensive experience on this building project as they were the original installer. They have also recently completed a 30 workstation disassembly and refit in Yellowknife increasing accommodation to 44 persons. They are familiar with the power cable assemblies used The project was completed ahead of schedule and full communication and reporting compliant.
The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.
7. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:
(d) only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
The following exclusion (s) and/or limited tendering reasons are invoked under the section of the trade agreement (s) specified:
This procurement is not subject to any trade agreement.
9. Ownership of Intellectual Property
There are no intellectual property terms in the contract.
10. Period of the proposed contract or the delivery date(s)
The proposed contract is for a period of two (2) weeks, from February 26, 2018 to March 31, 2018 inclusively.
11.Cost estimate of the proposed contract
The estimated value of the contract, including option(s), is $44,000.00 (GST/HST extra).

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
