Transport Canada requires a Consultant* to undertake professional services for research and analysis. The Consultant will investigate and assess a range of existing programs for marine navigation and cargo[1] transfer safety in international jurisdictions[2], in order to identify best practices and potential opportunities for an enhanced marine navigation safety assessment program applicable in Canada.

* Consultant can mean a single person or a team of Consultants with a Lead Resource. TC will only evaluate the Lead Resource.

[1] Please refer to Appendix A for the definition of cargoes.

[2] International jurisdictions reviewed as part of this project must include, at a minimum, but not limited to the United States and the European Union.
