TASK Based Professional Services (TSPS) Requirement
This requirement is for the Department of Justice Canada.
This requirement is open only to those Supply Arrangement Holders under E60ZT-16TSPS who qualified under Tier 1 for the following category:

Description of the Requirement:
The Department of Justice Canada (JUS) wishes to fundamentally redesign the relationships between its Departmental Legal Services (DLSU) legal teams and the client departments/agencies that those teams serve. Additionally, many JUS employees provide services to colleagues within JUS, and these relationships can similarly be improved. JUS wishes to use effective collaboration techniques to create a compelling, achievable path forward in the shortest possible period of time.
The purpose of this contract is to provide JUS with expertise in change management and collaboration techniques such as design thinking, as well as other methods, to discover and implement better ways for JUS to do business with its clients. The proposed solutions will aim at having JUS legal teams and clients work as strategic partners, focusing on the early identification and active management of legal risks as part of the clients’ integrated enterprise risk management.
Optional work may be included, on an as needed basis through the issuance of Task Authorizations, on the following activities:
- Supporting the development and implementation of a new Legal Risk Management framework.
- Supporting the development of plans related to the DM priority on Recognizing and Building Expertise
- Supporting the development and implementation of a new funding model for JUS.
If JUS decides the optional work is required, a Task Authorization will be issued for the portion of the work required, that will contain its own Statement of Work (see Annex D - Task Authorization Form) which will describe the requirements and allow the Contractor to estimate the level of effort required from each resource to complete the Work.
The period of the Contract is from date of Contract to March 31, 2019 inclusive, with the option to extend for three (3) additional one (1) year periods under the same conditions.

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).
