Background
EC, headed by the CEO, an agent of Parliament, is an independent, non-partisan agency with unique organizational features that reports directly to Parliament. EC exercises general direction and supervision over the conduct of elections and referendums at the federal level. Its mandate is to:
- be prepared to conduct a federal general election, by-election or referendum;
- administer the political financing provisions of the CEA;
- monitor compliance with electoral legislation;
- conduct public information campaigns on voter registration, voting and becoming a candidate;
- conduct education programs for students on the electoral process;
- provide support to the independent commissions in charge of adjusting the boundaries of federal electoral districts following each decennial census;
- carry out studies on alternative voting methods and, with the approval of parliamentarians, test alternative voting processes for future use during electoral events; and
- provide assistance and cooperation in electoral matters to electoral agencies in other countries or to international organizations.
Requirement
EC requires professional services of a Senior Business Analyst with 10+ years of experience to provide advice, support and business analysis on current and new proposed processes related to the mandate to Elections Canada.
The Contractor must:
- Develop and document statements of business requirements for considered alternatives;
- Perform business analyses of functional requirements to identify information, procedures, and decision flows;
- Evaluate existing procedures and methods, identify and document items such as database content, structure, application subsystems;
- Define and document interfaces of manual to automated operations within application subsystems, to external systems, and between new and existing systems;
- Confirm problem definition;
- Develop Business Case;
- Document Proof-of-Concept;
- Assist in defining the concept of the architecture;
- Assist in the development of the concept–of-operations
- Establish acceptance test criteria with client;
- Support and use the selected departmental methodologies.

Period of the Contract
The Contract period will be from the Effective Date of the Contract to March 31, 2020 (the “Initial Term”) with two one year options.

Debriefings
Once the successful bidder has been announced, bidders may request a debriefing on the results of the RFP process. Bidders should make the request to the Contracting Authority as per the terms of the RFP. The debriefing may be in writing, by telephone or in person.
