    NOTICE OF PROPOSED PROCUREMENT

    High Temperature Extended Area Black Body Sources

    In support of infrared (IR) testing within the Department of National Defence (DND), a requirement exists for the purchase of two (2) high temperature extended area black body sources.

    The extended area black body sources must meet the following specifications.

    1. The blackbody must have an emitting surface that is at least 300 mm (or 12”) in height and 300 mm (or 12”) in width.
    2. The blackbody emitter surface must have an after calibrated emissivity of 0.97 ± 0.03 or higher.
    3. The blackbody emitter surface must have a temperature uniformity of ±1°C or better, covering 80% or greater of its emitting surface. 
    4. The blackbody must have a programmable absolute temperature range of at least 100°C to 550°C in ambient air temperatures of 0°C to 30°C.
    5. The blackbody power supply must be 120/240 VAC, 1 phase 50/60 Hz.
    6. Each blackbody must come with its own electronic control unit for individual use.
    7. Each Blackbody source must be housed in its own ruggedized and portable carrying case.
      1. Carrying cases must be water tight, contain a supportive foam interior, with outer handles capable of supporting black body for transport and a ruggedized outer shell to protect the (12x12) black bodies emitting surface.
      2. Carrying cases must also house all related equipment hardware (cable harness, controller, etc.)
      3. Carrying cases must be able to support the weight of blackbody and provide protection from a 1 meter fall.
    8. All associated electrical cablings necessary to fully power up and operate black bodies must be included.

    Tendering procedures: All interested suppliers may submit a bid.

    Nature of Requirement:

    The Collection and Certification (C&C) section of the Canadian Forces Electronic Warfare Center (CFEWC) requires the purchase of two (2) new high temperature extended area blackbody IR sources that meet or exceed the technical specifications as stated above.

    Competitive Procurement Strategy: A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.

    Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

    Security Requirements: This contract does not include security requirements.
