    REQUEST FOR PROPOSALS RFP # FR NUM 20180701
    SUBSCRIPTION MANAGEMENT PLATFORM
     
    PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.
     
    The Canadian Broadcasting Corporation / Société Radio-Canada (hereinafter “CBC/Radio-Canada”) is soliciting proposals to supply a technology platform with initial implementation and training services for a subscription management system.
     
    An Agreement resulting from this RFP shall be for five (5) years with three (3) irrevocable option(s) to extend for two (2) year period(s).
     
    1.SUMMARY OF REQUIRED GOODS/SERVICES:
     
    The key objectives in issuing this RFP is as follows:
     
    To the extent that CBC/Radio-Canada will require education, training, support, and migration to the new platform, Proponents are requested to include these service components as part of their submission.
     
    Our main objective is to identify and select a technology platform that will support CBC/Radio-Canada’s growing ICI TOU.TV subscriber base. Other platforms, currently under strategic consideration, could be added at CBC/Radio-Canada’s sole discretion.
     
    Our priorities include:

    • Allowing users to subscribe to our OTT service (hereinafter defined).
    • Flexibility in creating and developing the product catalogue.
    • A flexible, automated reporting solution, from both a financial and analytics standpoint.
    • Smooth transition process that would not impact current subscribers.
    • Closely integrated with an enterprise-wide data warehouse, analytics services, customer service tools and communications tools (email, push).

    2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
    This RFP is opened only to Proponents who meet each of the following mandatory requirements as evidenced in its written request for RFP documents:
    2.1.Years in Business
    Proponents must have been in business for at least three (3) years and have offered the proposed product for the same period.
    2.2.Contracts of Similar Nature and Value
     Proponents must presentations of at least three (3) contracts executed in the past two (2) years for Goods and/or Services similar to those described herein, as evidence of its capacity to undertake an agreement with CBC/Radio-Canada. It must also manage at least one (1) client having more than 200,000 subscribers.
    2.3.Certifications
    Proponents must have PCI-DSS certification and provide an attestation of compliance.
     
    Proponents must be SOC 2 Type II–compliant and provide proof of compliance.
     
    3. CONFERENCE CALL (OPTIONAL)
    A conference call will allow the Proponents to obtain more information regarding this RFP.

    The Proponent ID will allow you to identify yourself anonymously when taking attendance. The conference call will be held on January 11, 2019, at 3:00 p.m., ET.
     
    4. TO REQUEST THE RFP DOCUMENTATION
    As CBC/Radio-Canada uses Merx (www.merx.com/cbc/radio-canada) to manage its solicitation process, all Proponents must obtain the RFP documents through Merx. Here is the link to the Merx Quick Get Started Steps

    To obtain the RFP Documentation, Proponents must submit to the CBC/Radio-Canada Representative a written statement completed and signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in Section 2 above.
    Following receipt of the required document(s) and CBC/Radio-Canada’s positive assessment of your company’s submissions, you will receive an e-mail from Merx that the RFP documents are ready for download.
    Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.
     
    5. COMMUNICATION WITH CBC/RADIO-CANADA
    Any contact with CBC/Radio-Canada at this stage of the RFP must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFP, whose co-ordinates appear below.

    Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, questions must be submitted in writing by Merx as defined in PART I: INTRODUCTION , Table 1: critical dates of the RFP process.
     
    6. RECEIPT OF PROPOSALS
    Proposals must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than February 4, 2019 at 9:00:00 pm, Eastern Time.
     
    The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
     
    Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
     
    Note:
     
    This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
     
    CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
