    Description

    EC, headed by the CEO, an agent of Parliament, is an independent, non-partisan agency with unique organizational features that reports directly to Parliament. EC exercises general direction and supervision over the conduct of elections and referendums at the federal level. Its mandate is to:

    1. be prepared to conduct a federal general election, by-election or referendum;
    2. administer the political financing provisions of the CEA;
    3. monitor compliance with electoral legislation;
    4. conduct public information campaigns on voter registration, voting and becoming a candidate;
    5. conduct education programs for students on the electoral process;
    6. provide support to the independent commissions in charge of adjusting the boundaries of federal electoral districts following each decennial census;
    7. carry out studies on alternative voting methods and, with the approval of parliamentarians, test alternative voting processes for future use during electoral events; and;
    8. provide assistance and cooperation in electoral matters to electoral agencies in other countries or to international organizations.

    Requirement:

    Elections Canada (EC) requires the services of a professional auditing firm where its designated professional resources will:

    • Examine and validate the entire Political Financing compliance program, including but not limited to the multi-year audit plan, engagement management and reporting, materiality thresholds, a suite of audit programs, certain processes and make recommendations to assist the directorate in ensuring the compliance program is both effective and efficient at meeting its mandate and;
    • Develop a comprehensive and adaptable Quality Assurance Program in support of the Political Financing and Audit Transformation and Business Process redesign project.

    Timeline

    By September 30th, 2019: delivery of your final report on recommendations and validations for our entire compliance program to the Project Authority.

    By November 30th, 2019: delivery of final Quality Assurance program, implementation plan, and training program to the Project Authority.

    Bids sent via electronic mail or facsimile will not be accepted.

All requests for information must be directed to this contact. Bidders who contact anyone other than the Contracting Authority may be disqualified. All enquiries must be submitted in writing to Proposition-Proposal@elections.ca no later than the deadline indicated in the RFP. Enquiries received after that time may not be answered.

    Debriefings

    Once the successful bidder has been announced, bidders may request a debriefing on the results of the RFP process. Bidders should make the request to the Contracting Authority as per the terms of the RFP. The debriefing may be in writing, by telephone or in person.
