    Description

    CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Proposals (“RFP) for the provisioning of a membership/community platform.

    An Agreement resulting from this RFP may potentially be for three (3) years with two (2) irrevocable option(s) to extend for two (2) year period(s).

    1.SUMMARY OF REQUIRED GOODS/SERVICES:

    The key objectives in issuing this RFP is as follows:

    CBC/Radio-Canada is seeking proposals to establish a Products/Services Agreement with the successful proponent for the provisioning of a membership/community platform to include:

    SoW 1, Member database and account management plus Single Sign-On capabilities (SSO) to enable seamless transition between multiple existing systems.

    SoW 2, Audience engagement tools including social sharing tools to enable users to share our content to various social networks and an engaging commenting experience, as well as other user-generated submissions (text, images, audio, video).

    SoW 3, Moderation tools & services for review of user profiles and user submissions (combination of automated and human review).

    SoW 4, Live blogging tool for editorial staff to post live updates as a story is developing or during a live event, with the latest information appearing instantaneously.

    Proponents who do not provide services in all four (4) SoWs are encouraged to bid on the SoW(s) of which they specialize in. CBC/Radio-Canada will evaluate each SoW independently and may award individually or collectively as will be further defined in the RFP.

    2. MANDATORY REQUIREMENTS FOR PARTICIPATION:

    This RFP is opened only to Proponents who meet each of the following mandatory requirements as evidenced in its written request for RFP documents:

    Proponents can qualify for all or any combination of the following 4 SoW’s that will be issued under this RFP.

    SoW 1 for Identity Management Systems:

    1. The proponent must have already provided services such as identity management systems including single sign-on capabilities.
    2. The proponent should have been in business for at least three (3) years.
    3. The proponent must be able to provide services in the English and French languages.
    4. The Proponent must provide three names of references for which similar services have been provided.

    SoW 2 for Audience Engagement Tools:

    1. The proponent must have already provided similar services for commenting, social sharing, and community contribution tools (such as UGC of text, images, audio and video) that are compatible with React based Single-Page Application, as well as being experienced in the area of audience engagement.
    2. The proponent must have previous experience integrating moderation tools that can support the moderation services outlined in the “SoW for Moderation Services”.
    3. The proponent should have been in business for at least three (3) years.
    4. The proponent must be able to provide services in the English and French languages.
    5. The Proponent must provide three names of references for which similar services have been provided.

    SoW 3 for Moderation Tools & Services:

    1. The proponent must have already provided tools & services for content review moderation via both automated/algorithmic moderation AND manual (human) review, including community management for all UGC - text, images, audio and video.
    2. The proponent should have been in business for at least three (3) years.
    3. The proponent must be able to provide services in the English and French languages.
    4. The proponent must be able to provide services with a Canadian perspective, including cultural fluency from a French-Canadian and Indigenous perspective. Please provide evidence such as, but not limited to, experience with an existing client, staffing makeup, etc.
    5. The Proponent must provide three names of references for which similar services have been provided.

    SoW 4 for Live Blogging:

    1. The proponent must have already provided similar services for live blogging that are compatible with React based Single-Page Application, as well as being experienced in the area of audience engagement.
    2. The proponent should have been in business for at least three (3) years.
    3. The proponent must be able to provide services in the English and French languages.
    4. The Proponent must provide three names of references for which similar services have been provided.

    3. TO REQUEST THE RFP DOCUMENTATION

    To obtain the RFP Documentation, Proponents must submit the Confidentiality and Non-Disclosure Agreement (NDA), along with the Qualification Request form completed and signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in Section 2 above. 

    Please note that in order to maintain total integrity and fairness CBC/Radio-Canada will not entertain changes to the NDA which, at this point, is for the purpose of this RFP.

    Following receipt of the required document(s) and CBC/Radio-Canada’s positive assessment of your company’s submissions, you will receive an e-mail from Merx that the RFP documents are ready for download, no earlier than day of the week, April 29, 2019.

    Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, questions must be submitted in writing by Merx as defined in PART I: INTRODUCTION , Table 1: critical dates of the RFP process.

    6. RECEIPT OF PROPOSALS

    Proposals must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than May 31, 2019 at 8:00:00 pm, Eastern Time.

    The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.

    Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.

    Note:

    This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).

    CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
