Grants and Contributions Information Management System (GCIMS) Business/Functional Support Services
The Grants and Contributions Information Management System (GCIMS) supports the grants and contributions business operations of both the department of Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) and its external partner organizations such as Health Canada and the Health Agency. The objective of this project is to continue to evolve the GCIMS system according to the agreed upon priorities of the supported organizations. The resources will be integral members of the business/functional team.
To ensure that CIRNAC has the timely and specialized expertise required for the above objectives, CIRNAC has a requirement to establish the following competitively awarded TA Contract:
A.11 Tester- Level 3: One (1) resource
A.11 Tester-Level 2: One (1) resource
B.1 Business Analyst – Level 3: One (1) resource
B.1 Business Analyst – Level 2: One (1) resource
B.1 Business Analyst – Level 2: One (1) resource
B.7 Business Transformation Architect – Level 3: One (1) resource
Tester (Category A11) at all levels must perform the following tasks (but not limited to):
a) Test planning and coordination;
b) Supervision of testing in accordance with the plan;
c) Management and monitoring of test plans for all levels of testing;
d) Management of walkthroughs and reviews related to testing and implementation readiness;
e) Status reporting;
f) Development of test scenarios and test scripts;
g) Establishing and maintaining source and object code libraries for a multi-platform, multi-operating system environment;
h) Establishing software testing procedures for unit test, integration testing and regression testing with emphasis on automating the testing procedures;
i) Establishing and operating "interoperability" testing procedures to ensure that the interaction and co-existence of various software elements, which are proposed to be distributed on the common infrastructure, conform to appropriate departmental standards (e.g. for performance, compatibility, etc.) and have no unforeseen detrimental effects on the shared infrastructure; and
j) Establishing a validation and verification capability which assumes functional and performance compliance.
Business Analyst (Category B.1) at all levels must perform the following tasks (but not limited to):
a) Developing and document statements of requirements for considered alternatives;
b) Performing business analyses of functional requirements to identify information, procedure, and decision flows;
c) Evaluating existing procedures and methods, identifying and documenting items such as database content, structure, and application subsystems;
d) Developing data dictionary;
e) Defining and documenting interfaces of manual to automated operations within application subsystems, to external systems, and between new and existing systems;
f) Identifying candidate business processes for re-design, prototyping potential solutions, providing trade-off information and suggest a recommended course of action. Identifying the modifications to the automated processes;
g) Establishing acceptance test criteria;
h) Using CIRNAC’s standard process (RUP) and modelling tools (Sparx Enterprise Architect).
Business Transformation Architect (Category B.7) Level 3 must perform the following tasks (but not limited to):
a) Providing expert advice on the key initiatives that enable enterprises to deploy high-impact web-enabled business processes that are focused, accountable and measurable, in particular with regard to: principles of leadership, governance, principles of operational competencies, and principles of technology;
b) Providing expert advice in defining new requirements and opportunities for applying efficient and effective solutions; identifying and providing preliminary costs of potential options;
c) Providing expert advice in developing and integrating process and information models between business processes to eliminate information and process redundancies;
d) Identifying candidate business processes for re-design, prototyping potential solutions, providing trade-off information and suggesting a recommended course of action. Identifying the modifications to automated processes;
e) Analyzing business functional requirements to identify information, procedures and decision flows;
f) Identifying and recommending new processes and organizational structures;
g) Generating and executing test plans, test procedures and test scripts;
h) Identifying and recommending new capability requirements and solution options; and
i) Using CIRNAC’s standard methodology and processes such as Rational Unified Process (RUP).
