Security Guard Services

Description of Requirement

THIS REQUIREMENT CONTAINS SECURITY REQUIREMENTS.

OVERVIEW

The CRA requires the services of a licensed security guard supplier for the provision of qualified security guards of various ranks, as well as the provision of equipment as required on a national level (currently 88 sites across Canada).

The services required for the Canada Revenue Agency consist of five (5) components as follows:

Guards at Posts: Security guards that occupy posts at building entrances as per specified schedules;

Escort Guards: Security guards required to escort assigned third party contractors during both business and silent hours.

Alarm Response Guards: Security guards responding to alarms as they occur;

Preventive Patrol Guards: Security guards performing security preventive patrols;

Lock/ unlock Guard Services: Security guards performing locking and unlocking of specified buildings.

BASIS OF PAYMENT

The Contractor will be paid a:

firm all-inclusive hourly rates for the services of Guards at Posts and Escort Guards;

firm all-inclusive unit rate per alarm for the services of Alarm Response Guards;

firm all-inclusive unit rate per patrol for the services of Preventive Patrol Guards;

firm all-inclusive unit rate per lock/unlock perimeter door services.

CONTRACT AND OPTIONS PERIODS

The period of the contract is from April 1, 2020 to March 31, 2022 inclusive, with four irrevocable options to extend the contract period for up to four additional years, to be exercised in 1-year increments.

Contractor Selection Methodology

The Bidder must meet all mandatory criteria applicable to this solicitation. Only the bids meeting the mandatory criteria will be evaluated and scored in accordance with the point rated evaluation criteria. Any proposal that does not achieve the minimum score of 133 points out of 221 will be considered non-compliant and will receive no further consideration.

To determine an overall score for each proposal, technical and price will each be given a rating value; in this case, 60% for technical and 40% for price, and then combined to derive a total combined rating.

The Bidder recommended for award of the Contract will be the compliant Bidder achieving the highest combined rating.
