    Description

    Canada’s United Nations Convention on the Law of the Sea (UNCLOS) Program collected data in the Arctic Ocean to support the delineation of the outer limits of the extended continental shelf. Canada filed its Arctic Ocean submission with the United Nations Commission on the Limits of the Continental Shelf (CLCS) on May 23, 2020 and is required to give a high level presentation on the submission at UN Headquarters in New York. Over the next year, Natural Resources Canada (NRCan) has been tasked by the government of Canada to develop the required presentation on Canada’s Arctic Ocean submission and to make the presentation to the CLCS in the near future. To meet this target, it is necessary for NRCan to contract services to help on the development of the high level presentation to the CLCS.

    This requirement is for consultant services required to:

    1. Assistance in the preparation of Canadian presentation to the plenary session of the Commission on the Limits of the Continental Shelf concerning its submission in the Arctic Ocean.
    2. Ongoing collaboration with the UNCLOS team on matters relating to the two submissions of Canada to the CLCS.

    The provider must:

    1. Work with the Canadian UNCLOS team to prepare figures and text, as needed, to support the development and finalization of Canada’s Arctic Ocean presentation
    2. Assist in Geocap and ArcGIS projects underlying the Arctic Ocean submission that will be used in the presentation
    3. Provide guidance on the interpretation and application of UNCLOS Article 76 in the Arctic Ocean presentation
    4. Participate in team planning/progress meetings to develop and finalize Canada’s Arctic Ocean presentation
    5. Participate in a presentation meeting in Ottawa, ON
    6. Participate as a member of the Canadian delegation to United Nations headquarters in New York City during the relevant CLCS plenary session
