    Fire Suppression and fire alarm systems replacement
    Multiple radar locations across Northern Canada
    (with Security Requirements)
     
    Purpose of this Advance Procurement Notice
    This is not a bid solicitation. This is an advance notice of a potential program with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this program will proceed.
     
    Description of the Program
    The Fire Suppression, Fire Alarm and Fire Detection System at the 47 radar stations that constitute North Warning System (NWS) is obsolete and need to be replaced. The intent of this program is to replace the fire suppression system using an environment-friendly agent to replace the FM200 and the CO2 systems at 47 sites as well as replace the Fire Alarm and Fire Detection Systems with a new system that is compatible with NWSO’s information hauling systems.
     
    Description of the Services
    Consultant services will be required for the following, but not limited to design services including Option Analysis, Design development, Preparation of Construction Document, Preparation of Performance Specifications, Tender Phase Services, Construction Phase Services and Cost Estimating. The rough order of magnitude value for the construction is $35-40M and the anticipated time when this program will be launched is during Winter of FY 20-21 or Spring of FY21-22.. This is conditional on the project receiving approval to proceed by the DND.
     
    Security Requirements
    Consultants will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
     
    The Offeror personnel requiring access to sensitive site(s) must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by the CSP, PWGSC.
    Process
    Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants are asked to submit their request prior to August 10, 2020 quoting the following information:

    • Contract number MPNWS005; and
    • Level of clearance requested to be sponsored for.
