    The maximum email file size that Parks Canada is capable of receiving is 15 megabytes.

    The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.

    The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).

    Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.

    REQUIREMENT

    Parks Canada Agency (PCA) is inviting consulting firms with Civil Engineering and Prime Consultant experience to submit proposals for two (2) Standing Offers. The selected consultants shall provide a range of services as identified in the Required Services section of this document. The successful consulting firms will primarily provide Civil Engineering and Prime Consultant services on an “as requested” basis mainly on roadway rehabilitation projects and also to a lesser extent, on other Civil Work for Parks Canada Agency (PCA). 

    It is anticipated a significant portion of the work will occur in the Mountain Parks in British Columbia and Alberta and to a lesser extent in national parks located in British Columbia, Alberta, Saskatchewan, Manitoba, Yukon Territory and Northwest Territories.

    Mountain Parks in British Columbia and Alberta: include Yoho National Park, Kootenay National Park, Glacier National Park, Mount Revelstoke National Park, Banff National Park, Jasper National Park and Waterton Lakes National Park.

    Other National Parks in British Columbia include Pacific Rim, Gulf Islands and Gwaii Haanas; other National Parks in Alberta include Elk Island and Wood Buffalo; National Parks in Saskatchewan include Grasslands and Prince Albert; National Parks in Manitoba include Riding Mountain and Wapusk; National parks in the Yukon Territory include Kluane; National parks in the Northwest Territories include Wood Buffalo, Nahanni and Tuktut Nogait.

    The total dollar value of all Standing Offers are estimated to be $50,000,000.00 (GST/HST Included).

    Work will be allocated between the top ranked firms as follows:

    a) Where two (2) Standing Offers are authorized – approximately 70% for the highest ranked firm, approximately 30% for the second highest ranked firm over the 5 year period.

    Proponents should note that there is no guarantee that the full or any amount of the Standing Offer will be called-up; PCA will award call-ups only when the specific services to be provided under the Standing Offer are needed.

    Period of STANDING OFFER

    It is PCA’s intention to authorize up to two (2) Standing Offers, each for a period of three (3) years from the date of issuance, with two (2) one year options to extend the Standing Offers.

    SECURITY REQUIREMENT

    There is no Security Requirement for this RFSO. The security requirement will be determined at the time in the scope of services at the time of a call-up. Call-ups will identify one of the following security options:

    A. There is no security requirement applicable to the call-up

     OR

    B. All individuals who will be accessing Parks Canada information and assets in order to perform work under this contract will be required to undergo a Reliability Status security screening as required by the Government of Canada. 

    ENQUIRIES

    All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.

    Enquiries regarding this bid must be submitted in writing and should be received no later than ten (10) business/calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

    INFORMATION:

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    The Crown retains the right to negotiate with suppliers on any procurement.
    Documents may be submitted in either official language of Canada. Parks Canada has made every effort to provide equivalent documents in both official languages, however, if you find any discrepancies between the English and French documents, please notify the contract officer listed in this opportunity as soon as possible so that we can rectify the situation.
