Description
The Canada Revenue Agency (CRA) requires access, on an as-and-when requested basis, to Canadian, U.S., and international credit report databases in order to extract data from consumer and commercial credit reports.
It is estimated that between 280,000 to 320,000 searches will be conducted per year as follows:
- approximately 94.5% of the searches conducted will be for Canadian consumer reports;
- approximately 5% of the searches conducted will be for Canadian commercial reports;
- approximately 0.25% of the searches conducted will be for U.S. consumer reports;
- approximately 0.10% of the searches conducted will be for U.S. commercial reports;
- approximately 0.10% of the searches conducted will be for international consumer reports; and
- approximately 0.05 % of the searches conducted will be for international commercial reports.
The requirement is divided into six (6) streams as follows:

2)STREAM 2: CANADIAN COMMERCIAL CREDIT REPORTS
3)STREAM 3: U.S. CONSUMER CREDIT REPORTS
4)STREAM 4: U.S. COMMERCIAL CREDIT REPORTS
5)STREAM 5: INTERNATIONAL CONSUMER CREDIT REPORTS
6)STREAM 6: INTERNATIONAL COMMERCIAL CREDIT REPORTS
Bidders may submit a proposal for one stream or multiple streams. The CRA will evaluate bids for each stream separately.
The Bidder with the highest ranked responsive bid in each stream and meeting all the mandatory requirements will be recommended for award of a contract for the respective stream.
The CRA reserves the right to award one (1) contract for the streams that a Bidder is successful in.
For example, if Bidder 1 submits bids for each of streams 1, 2, and 3, and is the highest ranked responsive bid for all three streams, then the CRA may award one (1) contract to Bidder 1 for streams 1, 2 and 3.
A resulting contract will have:
- a firm two-year period and four (4) one-year option periods;
- the option to add, remove, or modify products from the Contract, if the need arises, due to a shift in legislation, policy, or program requirements; and
- a minimum spend commitment of five (5) % of the maximum contract value of the initial contract period (all applicable taxes included). This minimum spend commitment may be satisfied by CRA over the entire period of the resulting contract, which includes any exercised option periods.
CONTRACTOR SELECTION METHODOLOGY
The evaluation of proposals will be performed in five (5) steps as follows:
Step 1 – Evaluation against Mandatory Criteria
Step 2 - Evaluation against Point-Rated Criteria
Step 3 – Evaluation of Financial Proposals
Step 4 – Selection
Step 5 – Contract Entry
A bid must comply with the requirements of the solicitation and meet all mandatory technical evaluation criteria to be declared responsive.
The responsible bid with the highest ranked responsive bid will be considered the highest ranked bidder and will be recommended for contract award.
Proposal documents and supporting information may be submitted in either English or French.
The CRA reserves the right to negotiate with suppliers on any procurement.

SUBMISSION OF BIDS
When responding, the proposal MUST be sent by fax or using an electronic/online -fax service to 1-418-556-1811.
Bidders should keep a copy of their fax transmission report for record keeping purposes.
ONLY ELECTRONIC BIDS WILL BE ACCEPTED. Due to the COVID-19 situation, the delivery of a physical (paper) proposal is not considered to be practical and therefore physical proposals will not be accepted.
Canada reserves the right to request a copy of the bid documentation in native format (e.g. MS Word, MS Excel, Portable Document Format) after bid closing for use in the bid evaluation phase. Bidders may be asked by the Contracting Authority to provide this documentation via email with a specified timeframe.
Bids must be received on or before February 08, 2021 at 11:59 pm EST.
