Description

This Invitation to Qualify (ITQ) is the first phase of a procurement process by Shared Services Canada (SSC) for Government of Canada Network Services (GCNS). Suppliers are invited to prequalify in accordance with the terms and conditions of this ITQ in order to become Qualified Respondents (QR) for any later phases of the procurement process. Only Qualified Respondents will be permitted to bid on any subsequent solicitation issued as part of the procurement process.

This ITQ is neither a request for proposal nor a solicitation of bids or tenders and is intended only to prequalify respondents.

Canada intends to establish individual or combined solicitations to establish Contracts, Standing Offers (SOs) and/or Supply Arrangements (SAs) for:

a) Stream 1: Core Network Services (CNS)

b) Stream 2: Building Access Network Services (BANS)

c) Stream 3: Software Defined Wide Area Network (SD-WAN) Services

d) Stream 4: Optical Network Services (ONS)

e) Stream 5: Leased Dark Fibre (LDF)

SECURITY REQUIREMENTS

There are security requirements associated with this ITQ.

COMPREHENSIVE LAND CLAIM AGREEMENTS (CLCA)

This procurement will consider contracting obligations that exist in the Comprehensive Land Claim Agreements across Canada.

SUBMISSIONS THROUGH THE P2P PORTAL

Respondents must submit their submissions to this ITQ through SSC’s Procure to Pay (P2P) portal. Instructions on how to register for an account in P2P are detailed within the ITQ.
