TUG AND BARGE SERVICES, BLIGH ISLAND SHIPWRECK:
This requirement is for Fisheries and Oceans Canada.
TENDERING PROCEDURE: Selective Tendering
This requirement is open only to those companies who qualified for Zone B – Vancouver Island under the Marine Infrastructure Standing Offer FP802-174424.
The following companies have been invited to submit a proposal:

3. Pacific Industrial Marine
4. Westcoast Tug and Barge
BACKGROUND:
Dating back to mid-September 2020 the Canadian Coast Guard received several reports of extensive sheening throughout the Zuciarte Channel on the West Coast of Bligh Island.
Further investigation identified the source of the pollution as the wreck of the MV Schiedyk which sank on 03 January 1968 with all crew were rescued. Vessel has been located in 360’-400’ water with a position start 49 38 080N , 126 30 433W, end 49 38 159N , 126 30 443W.
CCG is building long-term plans to maintain command and control near the spill site, which requires a large floating platform for staging equipment.
DESCRIPTION OF THE REQUIREMENT:
The barge will be a manned barge, when at anchor, and as such must adhere to Transport Canada requirements.
The contractor is responsible for obtaining and holding all valid licenses, permits, registrations, certificates, declarations, filings or other authorizations necessary to comply with all federal, provincial and municipal laws and regulations applicable to the performance of the work described, and at the Project Authority’s request.
- The contractor will provide proof of valid TC registration for the tug and barge.
- The tug and barge may be subject to TC inspection.
- The contractor is responsible for providing the crew change schedule and details on how this will be done. Responsibility for transportation to and from the vessel to be borne by the contractor, vessel support from CCG will not be provided.
- Note: Crane operator may not be required daily.
- The contractor is responsible for adhering to all Covid-19 guidelines and demonstrate measures and precautions to be undertake in safety plan.
- The contractor is responsible for providing their safety plan with the bid submission.
PRIMARY BARGE
- The primary barge must have a minimum 55m x 15m of usable deck space.
- The barge shall be fitted with rail or equivalent protection in accordance with Hull Construction Regulations.
- The primary barge must be a ramp barge and able to support heavy vehicles and machinery driving on and off.
- The tug and barge must be in good repair and seaworthy.
- The barge may be loaded and offloaded at any location provided suitable requirements are present.
- The barge will be loaded with Government Supplied Equipment at the CCG staging area in Gold River, and at site from small vessels.
TUG BOAT and MOBILE CRANE
- The required tug boat must be available on standby during operational hours for a maximum operational period from 0700 – 1900 during daylight hours. This tug may be utilized by the operation to assist in pollution booming activities at the wreck site. Pollution booming activities may include towing, securing, handling oil booms.
- A mobile crane and operator with a minimum capability of lifting a load of 4000kgs from a distance of 6m out and 6m down.
- The tug boat required with this barge must be twin screw and appropriate size and bollard pull for the ramp barge to maneuver the barge in foreseeable weather conditions in the area.
- The tug boat will be used during the daily operational period, on an as required basis. The standby rate will be applicable during the period when not in use. The standby rate is applicable only during the 0700-1900 for the tug and mobile crane. The certified operators and crew for the tug and mobile crane will be paid at the full hourly rate during the operational period of 0700-1900 during day light hours.
SECONDARY PLATFORM
- The barge must have a secondary platform. The secondary platform is to have a deck height no greater than 2m above the waterline. See images in Appendix 1 to the statement of work for potential solutions.
- The secondary platform must have the ability for personnel to walk from the secondary platform to the primary barge. The intention is to have a large ramp to act as a gangway between the two.
- The secondary platform must have the ability to temporarily secure / dock small vessels <15m to the secondary platform. There must be cleats or rings to tie off boats to.
- There must be the ability to load / unload equipment and personnel (walking not climbing) to and from the barge to the secondary platform.
SECURITY REQUIREMENTS:
There are security requirements associated with this Request for Standing Offers.
PERIOD OF CONTRACT:
The period of contract shall be from date of award to January 31, 2022. There is one (1) option period of one (1) year to be exercised at the discretion of the Department.
TRADE AGREEMENTS:
Due to urgent nature of the requirement, the Canada Free Trade Agreement does not apply.
