    Description

    The Department of Foreign Affairs, Trade and Development (DFATD) has a requirement for Construction Technical Advisory and Monitoring Services for the Partnership for Development and Innovation Branch’s Projects in Maternal, Newborn and Child Health (MNCH) and Sexual and Reproductive Health Right (SRHR). 

    The purpose of this notice is to invite formal costed proposals from eligible Consultants. Based on proposals received, one Consultant will be invited to negotiate a contract with DFATD for the provision of services. DFATD reserves the right to reject any or all proposals received. The amount allocated to this contract will not exceed $442,000 Canadian dollars excluding applicable taxes. The anticipated contract duration is 4 years.

    The working language for this project is English.

    DESCRIPTION OF SERVICES

    The Monitoring Team will be responsible for:

    1. Ensuring that the proper planning, budgeting, technical support and monitoring mechanisms are in place to execute construction-related activities according to the objectives and deadlines outlined in the contribution agreement and other approval documents between GAC and implementing organizations,
    2. Ensuring that the proper planning, budgeting, technical support and monitoring mechanisms are in place to execute construction-related activities according to quality assurance and procurement best-practices, the standards for public health and safety, fire protection, structural sufficiency, accessibility, gender and adolescent-responsiveness, conservation and environmental sustainability. This includes the review of project documentations and plans, such as construction annexes, documents, budgets, progress reports. If travel restrictions permitting, The Monitoring Team will undertake up to four (4) oversight visits over four (4) years to the countries where the construction-related activities are taking place. Please note if COVID-19 travel restrictions continue, field visits might be postponed or cancelled. The Monitoring Team will also ensure that the implementing organization has adequate knowledge transfer activities in place to enable local stakeholders to sustain/maintain the facilities.
    3. Provide recommendations and advice to KSD staff in a timely manner on the adoption of robust risk-management and time-cost optimization strategies in respect to approved and planned construction-related activities.
    4. Conduct a GBA+ analysis to provide recommendations and advice to KSD staff responsible for MNCH and SRHR programming on how to help implementing patners make refurbished or newly-built health and WASH facilities more accessible, accommodating and inclusive to the specific needs of beneficiaries, i.e. women and girls; adolescents; individuals living with physical, sensory and/or intellectual disabilities; and/or members of marginalized groups as it relates to the overall development objectives of the project.

    CONSULTANT PROFILE

    To meet the requirements of the assignment, DFATD is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities. DFATD is seeking a Consultant with Construction Sectoral Experience as a Construction-Specialist/Team-Leader.
