    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service Canada has a requirement for snow and ice clearing services for the Jamieson CCC.

    Objectives:

    The Contractor must provide all labour, materials, tools, supervision and equipment necessary for snow pushing, removal and Ice Control Services of Jamieson’s CCC’s Parking.

    Deliverables:

    Snow and Ice clearing

    For the parking lot, the contractor must start snow clearing activities when 6 cm of snow has accumulated or when deemed necessary by the Departmental Representative.

    For the sidewalks and entrances, the contractor must start snow clearing activities when 6 cm of snow has accumulated or when deemed necessary by the Departmental Representative.

    The contractor must remove snow and ice, supply and spread salt to prevent slippery conditions on all the parking lot, sidewalks and entrances. The Contractor must ensure that all pathways and areas around fire hydrants are kept clear and accessible.

    The Contractor must clear the Parking lot of snow that fell during the night, before 06:00 hours and must keep it clear of snow, as identified under the scope of work, in a timely manner to facilitate both shift and day workers.

    -Day workers arrive between 07:00 hours and 08:30 hours and leave between 16:00 hours and 17:00 hours.

    -Commissionaires arrive at 06:30 hours, 15:00 hours and 23:00 hours for the 3 shifts per day.

    For all roads and roadways, the area the contractor must keep blown, plowed, or both is from the edge of the pavement to the edge of pavement or from curb to curb, with the shoulder to be winged back, paying particular attention to intersections for visibility purposes. The contractor must blow or plow these areas after 6 cm accumulation and repeatedly during a snow storm so as to hold snow accumulation to six (6) cm or less, with final complete removal and clearing at the end of the storm. The Contractor must keep the snow accumulation in Parking lots to a maximum of six (6) cm with particular attention to client worker arrival and departure times.

    The Contractor must adjust plow and equipment blades, including down pressure if required, so as to leave a minimum amount of snow on the roadway and other areas. The Contractor must also angle said blades away from vehicles, fire hydrants, fences and concrete abutments.

    Sanding and Salting

    The Contractor must start de-icing, salting and sanding when conditions are deemed necessary or when deemed necessary by the Departmental Representative.

    Snow removal from site:

    The Contractor must remove the snow from the site when the snow bank is deemed full by Department Representative. The Contractor must truck away and move all snow to an approved location. The Contractor must obtain approval from the local municipality as to the location for the excess snow. 

    Term of Contract

    Period of the Contract: The Work is to be performed during the period of November 1st, 2021 to October 31st, 2022 with the option to renew for four (4) additional one-year periods.
