DESCRIPTION OF THE PROCUREMENT:
Excavation of Contaminated Soil: The successful Contractor will be responsible for environmental site remediation of parts of the western side of Victoria Island and a portion of the north side of Amelia Island. Work includes the excavation of all overburden material to the top of intact bedrock surface within the remediation limits, for transportation and disposal at an MECP approved disposal facility, with some exception where overburden material will remain in place.
Demolition and Removal of the Hydro Duct Structure: An overhead hydro duct bank structure currently spans the Timberslide ravine and continues underground on Victoria and Amelia Islands. Utilities within this structure will be deenergized / decommissioned prior to the start of remedial work. The Contactor will be responsible for the safe demolition and removal of this structure as part of the work.
Terrestrial & Aquatic Site Reinstatement: Following remediation, the Contractor will be responsible for site reinstatement with clean backfill material to design grades including the installation of aquatic habitat features within the Timberslide Ravine.
Fencing : To control access and facilitate the work, the Contractor will be responsible for removal and replacement of main access fence and gate. Installation of new fencing at select locations on the site will also be required.
TECHNICAL QUALIFICATION FOR GENERAL CONTRACTORS, AND, SOCIO-ECONOMIC BENEFITS TO INDIGENOUS PEOPLE AND INDIGENOUS FIRMS OF THE ALGONQUIN FIRST NATION
Mandatory bidding requirements for Bidders to be qualified: Information submitted will be evaluated using the following pass/fail criteria:
General Contractor’s Qualification Statement / Company Profile
- Complete the General Contractor’s Qualification Statement / Company Profile sections in its entirety.
General Contractor’s Experience and Client References
- The two (2) project examples submitted must be significant and recent remediation projects completed in the last seven (7) years and involve remediation activities comparable in scale and scope to the work of the NCC – Victoria Island Phase 2 remediation project.
- The two (2) project examples shall have a minimum remediation value of $2 million including taxes per project.
- The references provided must confirm that they were satisfied with the performance of the General Contractor. References will be contacted.
Site Superintendent’s Experience
- Site Superintendent’s Experience must have a minimum 10 years’ experience in the environmental/remediation industry including 10 years’ experience in overall management (i.e. responsibility for project budget, allocation of technical personnel, and adherence to project schedule) of soil and contaminated sites remediation projects, and
- Site Superintendent must have managed two (2) remediation projects with a cost of $2 million or greater (including taxes, per project) within the last seven (7) years.
As part of Canada’s commitment to support it’s First Nations population, this procurement also aims to provide specific socio-economic benefits to Indigenous People and Indigenous Firms of the Algonquin First Nation. To fulfill this objective, the Bidder is strongly encouraged to contact the Algonquin Nation procurement officer to secure the participation of Algonquin companies in a portion of the work: Algonquin Procurement Officer, 819-449-1225, procurement@aantc-cntaa.ca . In the evaluation of bids and to obtain bonus points, the Bidder will be required to specify within it’s bid the exact dollar value of subcontract work as well of the type of work allocated to Algonquin companies in the completion of the scope of work as defined in the specifications. Bidder submissions will be evaluated in accordance with 1.4 Evaluation Methodology of appendix II. The active participation of the Algonquin Nation is very important (but not a mandatory bidding requirement) as part of this project on Victoria Island. All Bidders that pass the mandatory technical criteria may also be evaluated based on proposed Algonquin’s participation in the project through the following scoring system: highest best value score between Lowest Compliant Price (100 points) and Algonquin participation (20 bonus points). Bidders are to list all Algonquin subcontracts on the tender form in this annex and their associated subcontract values. The NCC will then sum these subcontract values and evaluate the percent participation directly related to Algonquin subcontracts. The highest participation percentage will receive 20 bonus points, the subsequent Bidders scores will be prorated from the highest percentage. The same prorated approach will be taken for the Lowest Compliant Price worth 100 points. These two values will then be added up to determine Bidders final best value score.
DURATION OF CONTRACT: Complete the Work for December 31, 2021.
BASIS OF SELECTION: Basis of Selection: Pass mandatory technical criteria, then highest best value score between Total Estimated Amount (100 points) and Algonquin participation (20 bonus points – see Appendix II).

All enquiries and other communications related to this tender sent throughout the solicitation period are to be directed ONLY to the Sr. Procurement Advisor named above. Non-compliance with this requirement during the solicitation period can, for that reason alone, result in disqualification of a tender.
