The Department of Foreign Affairs, Trade and Development (DFATD) requires the services of a Contractor to implement the Field Support Services Project (FSSP) for the Department’s Democratic Republic of Congo bilateral development program.
The goals of the project are:
- increased achievement of expected results in Canada's programs and policies in DR Congo.
- increased relevance of Canada's programs to local development and humanitarian plans and priorities, and to the challenges faced by the most marginalized and vulnerable groups, including women and girls, in all their diversity.
OBJECTIVES
To provide administrative, financial, procurement and logistical services to support the development projects and programs in RD Congo. The FSSP will strengthen Canada's position as a leading donor in the country by contributing to key sectors, including Gender Equality (GE) and the empowerment of women and girls.
The purpose of this notice is to invite formal costed proposals from eligible Contractors. Based on proposals received, one Contractor will be invited to negotiate a contract with DFATD for the provision of services. DFATD reserves the right to reject any or all proposals received.
The amount allocated to this contract will not exceed six million nine hundred thousand Canadian dollars (CAN $6.9M) excluding applicable taxes. The anticipated contract duration is five (5) years.
WORKING LANGUAGE OF THE PROJECT
The working language for this project is French.
DESCRIPTION OF SERVICES
The Contractor will be the overall manager, administrator and coordinator, bringing together the various resources required to execute the Project. The services will include creating efficiencies with stakeholders involved in the program coordination, planning and implementation of various bilateral projects, as well as measuring as the impacts of Canada’s development assistance in DR of Congo. The Contractor is expected to manage the administrative, financial and logistical services and support to local development initiatives required to manage the project and will be required to undertake the procurement of goods, services and Technical Specialists.

CONTRACTOR PROFILE
To meet the requirements of the contract, DFATD is seeking to retain the services of a Contractor with a set of demonstrated and verifiable capabilities. DFATD is seeking a Contractor with experience working with International Development Assistance Stakeholders, on International Development Project(s) and relevant experience in managing administrative, financial, procurement, and logistical services as well as administering local development initiatives.
