Description
The Department of Foreign Affairs, Trade and Development (DFATD) has a requirement for the provision of strategic monitoring advisory services for the portfolio of projects under the Partnerships for Development Innovation G7 Charlevoix Education for Women and Girls in Fragile, Conflict and Crisis Situations Initiative subject to the call for proposals entitled “Dismantling Barriers and Improving the Quality of Education for Women and Girls in Fragile, Conflict and Crisis Situations”.
DFATD is seeking Innovative technologies and approaches to strengthening evidence-based decision-making that supports more effective, efficient design, management, monitoring and evaluation of development projects and programs. A stronger evidence base supports improved policy design, enhanced management, targeted and timely monitoring and, ultimately, better and more lasting outcomes.
The work will include the following: The provision of strategic advisory services, programmatic support and access to a standardized measurement and reporting system that enables benchmarking and predictive data.
More specifically, the work will provide additional evidence to inform decisions with regards to project management and course correction. This will include analysis on project performance data, factors that drove their success, including efficiency, return on investment, program design and impact data - as well as the broader impact they are having across the respective sector - to support DFATD’s own monitoring responsibilities. This includes assessments of comparative performance of projects with similar types of interventions achieving similar outcomes.
The contractor will provide annual aggregate or portfolio impact analysis performance overview reports to inform policy development, initiative strategic directions, future calls for proposals and corporate communication activities. This includes recommendations to optimize a portfolio performance given the desired outcomes or objectives.
Access to a standardized measurement and reporting system will include a user-friendly reporting tool focused on the initiative or project efficacy, cost-effectiveness and benchmarking data for each desired outcome. The contractor will provide DFATD and its implementing partners capacity building to support the use of these tools. The contractor will also conduct a rigorous and ongoing assessment of the data quality provided by partners.
