    Description

    The requirement is set aside under the federal government Procurement Strategy for Indigenous Business (PSIB).

    The Canada Energy Regulator (CER) is seeking to determine the Interest among Indigenous Communities to take part in the CER’s Indigenous Monitoring Program. The CER is surveying Indigenous businesses/communities to partner with the CER to inquire for those Indigenous Businesses/communities interested in being part of construction oversight activities for NOVA Gas Transmission Ltd. (NGTL). The CER wants to identify local Indigenous Monitors and/or Indigenous people who wish to obtain training, to participate in field inspections with CER Inspection Officers.

    It is Canada’s intention to issue a Request for Information to determine the interest within the Indigenous communities whose lands are affected by the Construction projects on NOVA Gas Transmission Ltd. (NGTL). Canada will also hold three information sessions for Indigenous businesses/Communities to provide information on the Indigenous Monitoring Program and to answer questions from the communities. The CER intends in the near future, to invite Indigenous businesses/communities who have expressed interest to participate in the IM Program to take part in a new Request for Proposal process by Treaty Area.

    Information Session:

    It is recommended that the Bidder or a representative of the Bidder, attend one of three online information sessions the CER will be holding three online information sessions via Eventbrite.ca (https://www.eventbrite.ca/e/190715594477) for Respondents to attend, the invitation is attached as a separate document to attend either;

    a. Monday, November 1, 2021 from 1:30 pm to 3:30 pm MDT

    b. Thursday, November 4, 2021 from 10:00 am to 12:00 pm MDT

    c. Tuesday, November 9, 2021 from 6:00 pm to 8:00 pm MST

    Bidders are requested to communicate with the Contracting Authority no later than October 29, 2021, 11:00 am to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
