Requirement:
The Canada Energy Regulator (CER) is seeking to issue Standing Offers among Indigenous Communities to take part in the CER’s Indigenous Monitoring Program. The CER is requesting Indigenous businesses/communities to partner with the CER to inquire for those Indigenous Businesses/communities interested in being part of construction oversight activities for the Nova Gas Transmission Ltd. System. The CER wants identify local Indigenous Monitors and/or Indigenous people who wish to obtain training, to participate in field inspections with CER Inspection Officers.
It is Canada’s intention to issue several STANDING OFFERS to Indigenous businesses/communities whose lands are affected by the Construction projects on the Nova Gas Transmission Ltd. System.
Canada intends to issue up to six (6) standing offers to vendors in four categories, as follows
- up to two (2) standing offers to First Nations impacted by Northern NGTL Projects[1];
- up to two (2) standing offers to First Nations impacted by Southern NGTL Projects[2];
- one (1) standing offer to a Métis Community impacted by Northern NGTL Projects[3];
- one (1) standing offer to a Métis Community impacted by Southern NGTL Projects[4].
The requirement is set aside under the federal government Procurement Strategy for Indigenous Business (PSIB).
Specifications:
Request for Standing Offer documents will made available to Indigenous Vendors and Indigenous Communities.
Documents may be submitted in either official language of Canada

[1] Note, the City of Edmonton and the Yellowhead Highway are to be used as the north-south delineation between “Northern NGTL Projects” and “Southern NGTL Projects”. For example, the North Corridor Expansion and the Deep Valley sections of NGTL 2021 expansion are Northern NGTL Projects, while the Edson Mainline Expansion and the Robb and Brewster sections of NGTL 2021 expansion are Southern NGTL Projects.
