REQUEST FOR INFORMATION OR LETTER OF INTEREST
The Canadian Health Measures Survey (CHMS), is a national survey conducted by Statistics Canada in partnership with Health Canada and the Public Health Agency of Canada (PHAC). The purpose of the survey is to collect nationally representative information regarding the general health and lifestyles of Canadians.
The CHMS is collecting information on the health of Canadians by means of questionnaires, physical measures, and biospecimen collection. Analyses of biospecimens in blood, urine, and saliva are done for a variety of biomarkers such as nutrition, chronic and infectious diseases, environmental exposure, etc.
Data is collected through personal interviews at two of Statistics Canada’s Mobile Examination Centers (MEC). During the MEC visit, the respondents are interviewed and basic information regarding their demographics and health is collected. Later on during the interview, blood, urine, and saliva samples are collected based on the respondent’s given consent and their answers to a series of screening questions for risk factors in order to ensure their safety.
Approximately 2500 respondents participate in the CHMS every year. During that time, the survey collects data and biospecimens from 8 different sites (for a duration of 6 weeks each). Only one Mobile Examination Center (MEC) is used at a time and the same teams travel from one site to another. The CHMS then collaborates with external laboratories across Canada to analyze and store the samples collected.

Note: Due to the current pandemic, the CHMS has paused its collection. It is expected that collection will start again in fall 2022.
Purpose
To ensure the protection of its employees, respondents, and installations, the CHMS was using the services of an alarm monitoring company during each site. This alarm system design and its components have been in use for almost 12 years. The CHMS is currently investigating options to improve the overall system and include new components such as temperature monitoring (for its fridges and freezers) and panic buttons.
Therefore Statistics Canada is releasing this Request for Information (RFI) in order to obtain information on the availability of alarm, panic button, and temperature monitoring solutions for use in a mobile environment in Canada.
More specifically, Statistics Canada seeks information regarding the availability of:
- Companies that can provide alarm systems with panic button functionality which are able to function in mobile environments and provide service across Canada.
- Companies that can provide temperature monitoring systems for a number of Fridges and Freezers which are able to function in mobile environments and provide service across Canada.
Statistics Canada is particularly interested in receiving information from suppliers that:
- Can provide one system to do both of the above, or two separate systems that can both use the same network access point for ease of installation.
This RFI is a market consultation document issued for the purposes of obtaining information to assist Statistics Canada in its procurement planning and is not intended to result in any contract awarded. This RFI is neither a call for tender nor a Request for Proposal (RFP). The issuing of this RFI is not to be considered in any way as authority to potential respondents to undertake any work that could be charged to Statistics Canada. This RFI is not to be considered as a commitment to issue a subsequent solicitation or award any contracts for the work described herein.
While a response to this RFI does not constitute a bid or proposal, and a supplier is not required to respond to this RFI to be eligible to submit a bid and/or proposal in response to any subsequent solicitation process, Statistics Canada may use any information obtained for drafting subsequent solicitation documents and for budgetary purposes. In other words, participation in the RFI is encouraged but it is not mandatory.
Respondents will not be reimbursed for any cost incurred in participation in the RFI.
