This RFP is only for pre-qualified Suppliers for Stream 1.2 Organizational Design and Classification Consultant against Supply Arrangement E60ZT-18TSPS/D.
DESCRIPTION OF REQUIREMENT:
The required services may include, but are not limited to the following:
- Conduct a detailed review of the current situation.
- Develop an assessment methodology.
- Evaluate Single vs Multiple pay equity plans.
- Project Management support
- Milestones/ Deliverables/ timeline
- MAI Resource Management
- Roadmap Development
- Project plan
- Provide advice on creating a pay equity committee and review its activities to ensure compliance with regulations made under the Act.
- Create of Terms of Reference.
- Create of Non-Disclosure Agreements.
- Provide dedicated facilitator to moderate committee meetings.
Initial Information sessions:
- Provide information session to executive team, management team and working group.
Training:
- Provide training to Pay Equity Committee, Steering Committee and working group.
Communications Planning:
- Develop communication plan.
- Provide regular updates to Steering Committee.
- Support communications team to prepare postings to employees as required by the legislation.
- Conduct a preliminary review and identify gaps and risks.
- Develop secure process for data collection and storage in accordance with Privacy Act and MAI Privacy policies.
- Review job descriptions and identify gaps and areas of improvement which may include populating job description templates.
- Develop job evaluation tool ensuring its processes comply with legislative/regulatory requirements (including pay equity and its maintenance) and incorporate successful “best practices” outside of the pay equity requirements.
- Train committee members to ensure they are familiar with the tools.
- Identify employment classes, gender pre-dominance and establish the value of work.
- Develop methodology for job rate or compensation calculation associated with each identified job classes. (Equal Avg Method vs Equal Line Method).
- Compare compensation of each gender-predominant job class of equal value.
- Identify female pre-dominant job classes that require an increase.
- On request by MAI, conduct evaluation of positions.
- If requested by MAI, provide market compensation data related to positions or group of positions.
- Develop in partnership with MAI and committee final presentation for review by steering committee.
- Draft a pay equity plan and associate postings for employee review in accordance with regulation.
- Publish the final version of the plan and the notice pertaining to compensation.
- Develop process for annual reporting.
- Develop approach to re-evaluate (identify triggers for re-evaluating plan).
DURATION OF CONTRACT
The period of the Contract is from date of award – December 31, 2024 with an option to extend for 1 year.
EVALUATION PROCESS AND SELECTION METHODOLOGY

Financial Evaluation
Pricing will be scored based on a relative pricing formula using the rates set out in the Basis of Payment. Each bidder will receive a percentage of the total possible points allocated to price for the particular category it has bid on, which will be calculated in accordance with the following formula:
Lowest price ÷ proponents price x weighting = proponent’s pricing points.
Basis of Selection
SACC Manual Clause (A0027T) (2012-07-16) , Basis of Selection - Highest Combined Rating of Technical Merit and Price
- To be declared responsive, a bid must:
- Comply with all the requirements of the bid solicitation
- Meet all mandatory technical evaluation criteria; and
- Obtain the required minimum of 70 points overall for the technical evaluation criteria which are subject to point rating.
- Bids not meeting (a) or (b) or (c) will be declared non-responsive.
- The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 70 % for the technical merit and 30 % for the price.
- To establish the technical merit score, the overall technical score for each responsive bid will be determined as follows: total number of points obtained / maximum number of points available multiplied by the ratio of 70 %.
- To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of 30 %.
- For each responsive bid, the technical merit score and the pricing score will be added to determine its combined rating.
- Neither the responsive bid obtaining the highest technical score nor the one with the lowest evaluated price will necessarily be accepted. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract.
