TITLE: Environmental Site Assessment Services

DESCRIPTION OF REQUIREMENT:

Real Property Safety and Security (RPSS) within Fisheries and Oceans Canada (DFO) conducts and manages site assessment, site characterization and environmental compliance based audit projects on property that DFO owns or has an interested in.

As part of this Standing Offer, RPSS requires environmental site assessment and control management services on an as-and-when required basis, in the Pacific Region, such as:

1. Hazardous Building Materials Assessments and Control Management Plans
2. Indoor Environmental Quality Sampling
3. Potable Water Risk Assessments and Control Management Plans and
4. Other occupational health and safety and environmental risk expertise and consulting services.

It is Department’s intention to authorize up to two (2) Standing Offers. The total dollar value of all Standing Offers is estimated to be $300,000.00 (Applicable Taxes excluded) annually. Individual call-ups will vary, up to a maximum of $50,000.00 (Applicable Taxes included). Proponents should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; Department will issue call-ups only when the specific services to be provided under the Standing Offer are needed.

COMPREHENSIVE LAND CLAIMS AGREEMENT:

The Request for Standing Offers (RFSO) is to establish Regional Individual Standing Offers for the delivery of the requirement detailed in the RFSO, to the Identified Users across Canada, including areas subject to Comprehensive Land Claims Agreements (CLCAs).

TRADE AGREEMENTS:

The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), the Canada-Chile Free Trade Agreement (CCFTA), the Canada-Colombia Free Trade Agreement, the Canada-Honduras Free Trade Agreement, the Canada-Korea Free Trade Agreement, the Canada-Panama Free Trade Agreement, the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Ukraine Free Trade Agreement (CUFTA), and the Canadian Free Trade Agreement (CFTA).

DURATION OF CONTRACT:

The period of the Contract is from date of Contract award to November 30, 2024, with the option to extend for two (2) additional one (1) year periods.
