    NOTICE OF PROPOSED PROCUREMENT (NPP)

    This requirement is for Fisheries and Oceans Canada, Canadian Coast Guard

    Objective:

    There are two main objectives of the contract:

    1. To successfully remove and replace the existing Aid to Navigation Tower (AtoN) at the Coppermine Point site location. This includes but is not limited to the removal and transportation of the existing tower, as well as demolishing and disposing of the existing concrete foundation. When the existing tower is removed, a new CCG provided AtoN tower will be installed on a newly constructed concrete foundation.
    2. To successfully construct a wooden helipad based on CCG provided drawings and a site review prior to construction.

    Background:

    Currently at the CCG Coppermine Point site, access via helicopter is not always guaranteed due to natural environmental conditions. Therefore to ensure a consistent level of access it has been determined that a wooden helipad is to be constructed at the site. The current AtoN tower has reached the end of its life cycle and is frequently in need of repair. A new design of AtoN is needed at this site as a replacement. The site itself is in a remote location where access will have to be well planned for. Additionally the sites elevation and slope, due to the inconsistent nature of the accessibility, has not been verified and will be required to be confirmed prior to construction.

    Scope of Work:

     Work under this Contract includes but is not limited to the provision of all labor, materials, and equipment required to:

    • Mobilize to site with a barge/vessel of appropriate size and certification based on contractors assessment of the site. CCG Helicopter may be available for use if it is deemed more appropriate. Schedule of CCG Helicopter is subject to change and cannot be guaranteed.
    • Transport and install one [1] new CCG supplied metal towers as per CCG provided design in Appendix B3;
    • Salvage and transport existing tower complete with all appurtenances;
    • Demolish and dispose of existing foundation
    • Install new concrete foundation as per CCG provided drawings in Appendix B3;
    • Install one [1] new 18’ x 18’ wood helipad as per CCG provided design in Appendix B3;
      • It is assumed that two [2] levels will be required based on best estimate of existing ground slope. Contractor is to confirm on site and adjust as necessary.
    • Demobilize.

    Security Requirement:

    There is no security associated with this requirement.

    Period of Contract:

    The period of contract shall be from date of award to July 28, 2023.
