    Description

    TITLE: Various specialized marine training accredited by Transport Canada for search and rescue coordinator or employees identified to become search and rescue coordinator of MRSC Quebec and JRCC Trenton.

    INTRODUCTION :

    Various requirements of specialized training in maritime area are seek for current CCG employees in order to promote them as Search and Rescue (SAR) Coordinator in Central Region. Requirements could include, but are not limited to Watchkeeping Mate certification, Near Costal, Ship Construction and Stability (various level) and Cargo (various level). The accessibility of these specialized training is required in order to reach and maintain a safe staffing level in MRSC Quebec and JRCC Trenton.

    BACKGROUND :

    This is the specialized training in the maritime field required for the positions to be filled. The Western Maritime Institute is the only school that offers all the necessary courses and have ongoing availabilities for the certification of employees to become Search and Rescue Coordinator. Other maritime training institutes in Canada, such as IMQ or Georgian College in Ontario, have a partial supply of the required courses or do not offer the required courses and generally have few dates available. The positions of SAR Coordinators are critical positions in the organization of the Canadian Coast Guard and the candidates identified to take the courses could thus qualify in the short term to fill one of the many vacant positions. The current number of vacant positions at MRSC Quebec represents a high risk for the fulfillment of the mandate and the operations of the Search and Rescue Program in the Central region. It should also be mentioned that the critical staffing situation in the JRCC Trenton and MRSC Quebec have been identified as a national priority for the Canadian Coast Guard. Therefore it is imperative to have a procurement strategy in place to enable to training of future potential SAR Coordinator to reach and maintain level of staffing in both Center.

    This training strategy was identified as a pilot project in FY 2019-20 and due to the success was repeated in FY 2020-21.It is now the time to stabilize this staffing strategy and ensure its continuity in future FY.

    OBJECTIVES :

    The objective of this training program is to provide the necessary training and acquire all the certifications required for internal employees to occupy a position at MRSC Quebec or at JRCC Trenton. The purpose of this is to train the next generation in these difficult to fill positions.

    Few employees have these certifications and those who do work aboard ships where such training is also mandatory. This, in addition to a reduced staff, has led to a dire need for such training to provide adequate level of staffing to ensure CCG mandate. The solution chosen is therefore to select interested internal staff and train them so that they become equipped with the proper training background and certification to fill the positions.

    REQUIREMENTS CONCERNING WORK :

    Requirements could vary form a year to another depending of current training and certification of the employee identified to fill the positions of Search and Rescue Coordinators. The list of training presented in Annex A represent the essential of the training required. The procurement strategy should allow us to pick and choice according to each situation. The supplier must be able to provide most of the training listed on an annual basis.

    The supplier must provide all material and equipment (s) necessary for the training.

    The supplier could provide living accommodation.
