    Notice of Proposed Procurement (NPP) - for the manufacturing of
    New Canadian Ranger Rifles (NCRR) under the auspices of the
    Munitions Supply Program (MSP);
    
    Introduction (What is MSP):
    
    In the mid-seventies, the Government of Canada developed a
    "Program for the Maintenance of Canadian Industrial Capability
    for the Production of Munitions" to provide for the
    continuation, rationalization and augmentation where necessary
    of Canadian sources for munitions. The program was approved by
    the government in April 1974 and became known as the "Munitions
    Supply Program (MSP)". Subsequent decisions in 1976 (small arms)
    and 1978 (ammunition and associated stores) expanded program
    details. There are four Canada-based companies that are
    currently declared Strategic Sources and Centres of Excellence
    under the MSP. One of them is Colt Canada.
    
    Requirements:
    
    Canada intends to sole source the manufacturing of the New
    Canadian Ranger Rifle (NCRR)through a Manufacturing Licence
    Agreement to Colt Canada under the auspices of the MSP. 
    
    Purpose of this NPP:
    
    Public Works and Government Services Canada (PWGSC) would like
    to advise interested rifle and ancillary equipment Original
    Equipment Manufacturers (OEMs) that the Request For Proposal
    (RFP) for the New Canadian Ranger Rifle has been posted on MERX
    by Colt Canada.
