    IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS
    
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
    
    Suppliers are required to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

    Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation.

    REQUIREMENT:
    
    Public Works and Government Services Canada (PWGSC), on behalf of the Government of Canada, requires the provision of Renewable Energy Certificates (RECs) of up to 128,000 MWh per year for a term of twenty (20) years. Given the deregulated nature of the Alberta market, Canada is anticipating interest from Generators located within the Province of Alberta. Solutions proposed in other provinces will be considered so long as they meet all of the mandatory criteria specified herein.  
    
    PWGSC has set-aside a portion of this overall requirement (5 percent of the total, or 6,400 MWh) under the federal Procurement Strategy for Aboriginal Business (PSAB) within this Request for Proposals (RFP). Eligibility for this set-aside portion of the requirement will be limited to Aboriginal businesses which qualify under the PSAB. For more information on Aboriginal business requirements of the Set-aside Program for Aboriginal Business, refer to Annex 9.4 of the Supply Manual.
    
    The requirement is limited to Canadian goods.
    
    The Phased Bid Compliance Process applies to this requirement.
    
    BACKGROUND:
    
    On Dec 19, 2019, the Minister of Public Works and Government Services received the following direction in a Mandate Letter from the Prime Minister of Canada: “Working with the provinces and energy suppliers, develop a strategy to power federal buildings with 100 percent clean electricity, where available, by 2022. Commit to being a first purchaser to help support the growth of new clean electricity/renewable power sources as they become available.” In order to meet this goal, the federal government is implementing a variety of initiatives across the country.
    
    The Government of Canada is therefore proposing to enter into one or more contracts directly with generators, to create additional renewable electricity generation capacity in Canada. The contracted generators must supply Canada with all Renewable Energy Certificates (RECs) generated under the agreement.
    
    EVALUATION AND SELECTION:
    
    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
    
    Canada will be issuing four separate, but related requirements (as described in this RFP and EW038- EW038-211946/A, EW038-210082/B, EP959-211948/A). Canada will be evaluating and recommending Bidders for contract award in the following order:
    
    1. EW038-211946/A -  Alberta New Solar Electricity Generation - Procurement Strategy for Aboriginal Business (PSAB)
    2. EW038-210082/B - Alberta New Solar Electricity Generation
    3. EP959-211993/A - National Renewable Energy Certificates - PSAB
    4. EP959-211948/A - National Renewable Energy Certificates
    
    BIDDERS CONFERENCE 
    
    An optional bidders' conference will be held on Microsoft Teams on 15 January, 2021. The conference will begin at 13:00 MST. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.
    
    Bidders must communicate with the Contracting Authority no later than 14 January, 2021 to confirm attendance and provide the name(s) of the person(s) who will attend. A website link will then be provided that will give access to the virtual meeting as well as instructions on how to connect. 
    
    Any clarifications or changes to the bid solicitation resulting from the bidders' conference will be included as an amendment to the bid solicitation. Bidders who do not attend will not be precluded from submitting a bid.
