    IMPORTANT NOTICE TO SUPPLIERS RE. BID SUBMISSION REQUIREMENTS
    
    Due to the impacts from the COVID-19 pandemic, temporary measures are being taken on-site at the Western Region Bid Receiving Unit to encourage social distancing. The health and safety of staff and suppliers remains our top priority. 
    
    Suppliers are strongly encouraged to submit bids electronically using the Canada Post epost Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.

    This bid solicitation cancels and supersedes previous bid solicitation number EP959-211993/A dated 2021-01-07 with a closing of 2021-02-24 at 14:00 MST. A debriefing or feedback session will be provided upon request to bidders who bid on the previous solicitation.

    Public Works and Government Services Canada (PWGSC), on behalf of the Government of Canada, requires the provision of Renewable Energy Certificates (RECs) of up to 128,000 MWh per year for a term of twenty (20) years. Given the deregulated nature of the Alberta market, Canada is anticipating interest from Generators located within the Province of Alberta. Solutions proposed in other provinces will be considered so long as they meet all of the mandatory criteria specified herein. 
    
    PWGSC has set-aside a portion of this overall requirement (5 percent of the total, or 6,400 MWh) under the federal Procurement Strategy for Indigenous Business (PSIB). This set-aside is described within the Request for Proposals (RFP) for solicitation number EP959-211993/B. Eligibility for the set-aside portion of the requirement will be limited to Indigenous businesses which qualify under the PSIB. 
    
    This procurement is set aside under the federal government Procurement Strategy for Indigenous Business. For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, refer to Annex 9.4 of the Supply Manual.
    
    This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Indigenous peoples or for set-asides for small and minority businesses.
    
    Further to Article 800 of the Canadian Free Trade Agreement (CFTA), CFTA does not apply to this procurement.

    The Federal Contractors Program (FCP) for employment equity applies to this procurement; refer to Part 5 - Certifications and Additional Information, Part 7 - Resulting Contract Clauses and the annex titled Federal Contractors Program for Employment Equity - Certification..
    
    This bid solicitation allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their bid electronically. Bidders must refer to Part 2 entitled Bidder Instructions, and Part 3 entitled Bid Preparation Instructions, of the bid solicitation, for further information.
