DESCRIPTION OF REQUIREMENT

The National Inquiry into Missing and Murdered Indigenous Women and Girls (MMIWG) requires the services of a Contractor to provide ongoing strategic communication services to support clear and appropriate information sharing with stakeholders to the national inquiry with the objective of assisting the National Inquiry to meet their mandate and terms of reference.

Key activities will include the development and execution of external communication strategies, products and communications advice to support and promote the National Inquiry’s strategic objectives. This requirement also includes development of proactive media relations and issues management support from a communications perspective.

The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).

The requirement is limited to Canadian services.

This bid solicitation is to establish a contract with task authorizations for the delivery of the requirement detailed in the bid solicitation to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside the resulting contract.

BASIS FOR CANADA'S OWNERSHIP OF INTELLECTUAL PROPERTY

Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract(s) will belong to Canada, on the following grounds: Where the main purpose of the Crown Procurement Contract, or the deliverables contracted for, is to generate knowledge and information for public dissemination and where the Intellectual Property in Foreground Information consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software
