DESCRIPTION OF REQUIREMENT

Immigration, Refugees and Citizenship Canada (IRCC) requires the services of a communications strategy firm to develop an integrated marketing strategy (including a partnership approach and implementation plan) for the department’s Biometrics Expansion Project (BEP) set to launch in July 2018.  

This marketing strategy will guide IRCC in its roll-out of the BEP to ensure an appropriate approach to marketing and communications activities is in place in order to reach key target audiences with appropriate tactics and in the right timeframe.

A key objective is to inform all Canadian immigration applicants (see list below) of the requirement to enroll their biometrics (fingerprints and photographs) to facilitate their entry into Canada. 

The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA).

The requirement is limited to Canadian services.

This bid solicitation is to establish a contract with task authorizations for the delivery of the requirement detailed in the bid solicitation to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside the resulting contract.

SECURITY REQUIREMENT

There is no security requirement associated with the requirement.

BASIS FOR CANADA'S OWNERSHIP OF INTELLECTUAL PROPERTY

Canada has determined that any intellectual property rights arising from the performance of the Work under the resulting contract(s) will belong to Canada, on the following grounds: Where the Intellectual Property in Foreground Information consists of material subject to copyright, with the exception of computer software and all documentation pertaining to that software.
