    1.	Background and Purpose of this Request for Information (RFI)
    
    The purpose of this RFI is to provide an opportunity for those
    interested, to provide information that the Government of Canada
    (GC) should be aware of when developing a requirement related to
    the development, planning and implementation of Standing Offers
    for in-person and/or online stakeholder and citizen engagement
    and consultation activities, on an as-and-when-required basis. 
    
    	
    2.	Nature of Request for Information (RFI)
    
    This is not a bid solicitation. This RFI will not result in the
    award of any contract. As a result, 	potential supplier of any
    good or services described in this RFI should not reserve stock
    or facilities, nor allocate resources, as a result of any
    information contained in this RFI. Nor will this RFI result in
    the creation on any source list. Therefore, whether or not any
    potential supplier responds to this RFI will not preclude that
    supplier from participating in any future procurement. Also, the
    procurement of any of the goods and services described in this
    RFI will not necessarily follow this RFI. This RFI is simply
    intended to solicit feedback from industry with respect to the
    matter described in this RFI.
    
    
    3.	Contents of this RFI
    
    1. This RFI contains a draft Request for Standing Offer. This
    document remains a work in progress and respondent should not
    assume that new clauses or requirements will not be added to any
    bid solicitation that is ultimately published by Canada. Nor
    should respondents assume that none of the clauses or
    requirements will be deleted or revised. Comments regarding any
    aspect of the draft document are welcome. 
    
    This RFI also contains specific questions addressed to the
    industry
    
    
    4.	Nature and Format of Responses Requested
    
    Respondents are requested to provide their comments, concerns
    and, where applicable, alternative recommendations regarding how
    the requirements or objectives described in this RFI could be
    satisfied. Respondents are also invited to provide comments
    regarding the content, format and/or organization of any draft
    documents included in this RFI. Respondents should explain any
    assumptions they make in their responses. 
    
    
    5.	Response Costs
    
    Canada will not reimburse any respondent for expenses incurred
    in responding to this RFI.
    
    
    6.	Treatment of Responses
    
    Use of Responses: Responses will not be formally evaluated.
    However, the responses received may be used by Canada to develop
    or modify procurement strategies or any draft documents
    contained in this RFI. Canada will review responses received
    after the RFI closing date.
    
    Review Team: A review team composed of representatives of PWGSC
    and, possibly, other government departments, review the
    responses. Canada reserves the right to hire any independent, or
    use any Government resources that it considers necessary to
    review any response. Not all members of the review team will
    necessarily review all responses.
    
    Confidentiality: Respondents should mark any portions of their
    response that they consider proprietary or confidential. Canada
    will handle the responses in accordance with the Access to
    Information Act.
    
    Follow-up Activity: Canada may, at its discretion, contact any
    respondents to follow up with additional question or for
    clarification of any aspect of a response.

    8.	Submission of Responses
    
    (a) Time and Place for Submission of Responses: Respondents
    should send responses 		electronically via e-mail to the
    Contracting Authority's address identified herein by the date
    		specified on the front pages of the RFI.
    
    (b) Responsibility for Timely Delivery: Each respondent is
    solely responsible for ensuring its 		responses is delivered on
    time to the correct location.
    
    (c) Identification of Response: Each respondent should ensure
    that its name and return 		address, the solicitation number and
    the closing date appear legibly on the response.

    Statement of Work that you could not meet or would be very
    difficult to meet?

    Statement of Work (SOW) while complying to all GC specifications
    and standards as identified in section A2.2. of the SOW?

    while complying to all GC specifications and standards as
    identified in section A3.2. of the SOW?
    
    5. Are you able to provide the following information and meet
    the mandatory criteria D1.B3?For Mandatory Criteria D1.B3, The
    Offeror must demonstrate its ability to comply with GC Web
    Standards in the development of an online consultation by
    submitting one (1) of the following with the source codes:
    Two (2) pages of an existing online consultation; or 
    develop a two (2) page online consultation project. 
    
    The web pages submitted must meet all WGAC success criteria as
    described at:

    NOTE: The pages will be tested and validated to confirm the
    bidder's ability to comply to web standards. If the offeror does
    not meet this mandatory requirement, the bid will be considered
    non-compliant.

    Payment appropriate with the services to be delivered? If not, 
    can you propose a solution?
    
    7. Are the individual call-up limits against the Standing
    Offers, $300,000 (excluding GST/HST), represent the industry
