Background and Purpose of this Letter of Interest (LOI) The Government of Canada intends to launch a competitive procurement process in early 2019 for the services of an Agency of Record to undertake media planning and strategizing, media buying, ad serving and traf ficking, ad verification, reporting and reconciliation to support a wide range of advertising initiatives, from multi-channel, multi-million dollar campaigns to smaller projects with only one channel and limited budgets. The intention is to enter into a contract for three years with two additional option years. The purpose of this LOI is to inform potential bidders of Canada’s intent to publish a Request for Proposal (RFP) for Agency of Record services on Buy and Sell (https://buyandsell.gc.ca/procurement-data/tenders). It is estimated that the RFP will be posted in February 2019. All interested Canadian suppliers will be able to participate in the RFP, including offerors qualified under Standing Offer #EP361-180010/xxx/CZ for Advertising Creative Services. 2. Nature of this Letter of Interest This is not a bid solicitation. This LOI is simply being posted as a heads-up to potential bidders. Interested bidders do not need to respond. This LOI will not result in the award of any contract. Potential suppliers of services described in this LOI should not allocate resources as a result of any information contained in this LOI. Furthermore, whether or not any potential supplier responds to this LOI will not pr eclude that supplier from participating in any future related procurement. 3. Change From Previous AOR/ATP Model In 2015, the Government of Canada issued two separate RFPs that resulted in separate Agency of Record (AOR) and Advertising Technology Provider (ATP) contracts. The 2019 RFP is expected to result in a si ngle contract covering the full scope of services. 4.
