Trade Agreement: Canadian Free Trade Agreement (CFTA) Tendering Procedures: If 2+ bids offer Canadian goods/services other bids will not be considered Competitive Procurement Strategy: Best Overall Proposal Comprehensive Land Claim Agreement: No Nature of Requirements: AGENCY OF RECORD (AOR) EP361-191751/B Ivany, Chris Telephone No. - (613) 993-0048 Requirement: The Government of Canada (GC) requires a contractor to provide the services of an Agency of Record (AOR) for media planning and strategizing, media buying, ad serving and trafficking, ad verification, reporting and reconciliation, to support a wide range of advertising initiatives, from multi-channel multi-million dollar campaigns, to smaller projects in only one channel (e.g. social media, magazines, newspapers, radio, targeting specific target audiences or geographic locations) and limited budget. The Contract is both for operational services (Management Services) throughout the period of the Contract, and campaign-specific services (Advertising Services) and other related services (Additional Advertising Services). Period of the Contract: The period of the Contract is for three (3) years from date of award of the Contract with an irrevocable option to extend the term of the Contract by up to two (2) additional one (1) year period(s) under the same conditions. The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). Bidders' Conference/Teleconference: A Bidder's conference/teleconference will be held in Ottawa, Ontario on May 6, 2019. Bidders are invited to attend in person or by teleconference. Bidders who do not attend will not be precluded from submitting a proposal. Evaluation Criteria: Mandatory Requirements include: ? Corporate Experience; ? Ability to Communicate in English and French; and ? Resources and Accreditation Rated Requirements include: ? Management Approach; ? Performance; ? Experience of the Bidder; and Bidders that pass the mandatory technical and the point rated technical evaluation requirements must deliver one (1) oral presentation through videoconference or in person (date and time to be confirmed). Basis of Selection: 1. To be declared responsive, a bid must: (a) comply with all the requirements of the bid solicitation; (b) meet all mandatory criteria; and (c) obtain the required minimum points specified for each criterion for the technical evaluation; The overall rating is performed on a scale of 25 points. 2. Bids not meeting (a), (b) or (c) will be declared non-responsive. 3. The evaluation will be based on the highest responsive combined rating of technical merit and price. The ratio will be 70% for the technical merit and 30% for the price. 4. To establish the technical merit score, the overall technical score for each responsive bid will be determined as follows: total number of points obtained / maximum number of points available multiplied by the ratio of 70%. 5. To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of 30%. 6. For each responsive bid, the technical merit score and the pricing score will be added to determine its combined rating.
