    1.	Advance Contract Award Notice
    
    An ACAN is a public notice indicating to the supplier community
    that a department or agency intends to award a contract for
    goods, services or construction to a pre-identified supplier,
    thereby allowing other suppliers to signal their interest in
    bidding, by submitting a statement of capabilities. If no
    supplier submits a statement of capabilities that meets the
    requirements set out in the ACAN, on or before the closing date
    stated in the ACAN, the contracting officer may then proceed
    with the award to the pre-identified supplier.
    
    2.	Definition of the Requirement
    
    Natural Resources Canada, Devon, Alberta is seeking a supply and
    delivery of one (1) Solvent Extraction System, used in the
    research of by-products that have been released or leached into
    the environment by a treated tailings deposit.  To functionally
    assess the chemical components they will need to be extracted
    from the clay mineral after treatment has been applied.  To do
    this successfully requires an automated solvent extraction unit
    due to the significant amount of samples that are processed and
    sample automation is a priority.   The complete Solvent
    Extraction Unit must be received at Natural Resources Canada,
    Devon, Alberta, no later than March 27, 2015. 
    
    3.	Criteria for assessment of the Statement of Capabilities
    (Minimum Essential Requirements)
    
    Any supplier must demonstrate by way of a statement of
    capabilities that its equipment meets the following requirements:
    
    Item	Description
    M1	The extractor must be able to perform the patented (patent
    #5843311) Accelerated solvent extraction method: a high pressure
    extraction process.
    M2	The extractor must have a minimum of 24-position sample cell
    carousel with minimum of two rinse positions for unattended
    operation.
    M3	Extractor must have automatic rinsing between samples as a
    user selectable option.
    M4	Extractor must have the ability to perform multiple
    sequential extractions per individual cells.  Extracts can then
    be collected into the same or different collection vials.
    M5	Extractor must have an integrated solvent controller
    permitting the use of up to three solvents. These solvents can
    be mixed and introduced to the extraction cell in preset ratios.
    M5	The extractor must be able to accommodate either 60mL or
    250mL collection bottles
    M6	The extractor must fit an allocated footprint space of 44
    inches wide x 30 inches deep x 42 inches high.
    M7	All extraction solvents need to be collected.  For the
    purpose of the research program the following options must be
    available: a)The extracted solvent supernatant from each solvent
    extraction exercised on the same sample (toluene and iso-propyl
    alcohol) are to be collected in separate collection bottles
    (i.e. one bottle collects the first extract supernatant and a
    second bottle collects the supernatant from the second
    extraction -using a different solvent; OR b)The extracted
    solvent supernatant from each solvent extraction (using toluene
    followed by an extraction with iso-propyl alcohol) will be
    collected in the same solvent collection bottle.
    M8	The instrument must be capable of being operated unattended
    and be able to shutdown automatically once an extraction
    sequence is complete.
    M9	The extractor must have automated oven temperature control
    (up to 200C) and pressure control (up to 1500 psi).  The unit
    will be capable of temperature control of +/- 5C from the set
    point.
    M10	The extractor must be capable of performing US EPA Method
    3545A.  
    M11	The extractor must have a wide variety of sample cells. 
    Preferred sizes that should be available include: 1 ml, 5 ml, 10
    ml, 22 ml, 34 ml, 66 ml and 100 ml. Cells should be constructed
    of stainless steel and will be able to withstand the
    temperatures and pressures of the unit processes.
    M12	The extractor must have an integrated solvent controller
    permitting the use of up to three solvents. These solvents can
    be mixed and introduced to the extraction cell in preset ratios.
    M13	The extractor must have the ability to perform multiple
    sequential extractions per individual cells.  Extracts can then
    be collected into the same or different collection vials.
    M14	Safety features must include the following: a)The extractor
    must have automatic shut-off in the event of sensor failure
    b)The extractor must be able to store system errors information
    for retrieval at the end of the extraction run(s) c)The extract
    in the collection vial must be cool enough for a technician to
    immediately take from the extractor and move to the next step in
    your process. d)The extractor must be able to operate without
    fume-hood and solvent vapor is not expelled into the atmosphere.
     e)The extractor must have a built in vapor sensor and the
    extractor will shut down if vapor levels are detected to be
    above accepted safety limits. f)The extractor must be able to
    monitor each sample for pressure and temperature. Every sample
    is monitored to ensure each sample is extracted as the users'
    method states. g)The extractor must have automatic pressure
    sensor and pressure relief during extraction cell heat up. h)The
    extractor must have built in fluid sensors that detect the fluid
    levels during the extract collection.
    
    
    4.	Applicability of the trade agreement(s) to the procurement
    
    The procurement is subject to the following trade agreements:
    
     	Agreement on Internal Trade (AIT)
     	North American Free Trade Agreement (NAFTA)
    
    5.	Justification for the Pre-Identified Supplier
    
    The Dionex ASE 350 Solvent Extraction System, provides patented
    Thermo Unit technology that is unique to the vendor. 
    
    The Dionex ASE 350 is the only known Solvent Extraction System
    that meets this requirement.  Thermo Fisher Scientific is the
    sole supplier of the Dionex ASE 350.

    6.	Government Contracts Regulations Exception(s)
    
    The following exception(s) to the Government Contracts
    Regulations is invoked for this procurement under subsection 6
    (d) - only one person is capable of performing the contract.

    calendar days, indicating to the supplier community that it
    intends to award a good, service or construction contract to a
    pre-identified contractor. If no other supplier submits, on or
    before the closing date, a Statement of Capabilities that meets
    the requirements set out in the ACAN, the contracting authority
    may then proceed with the award.  However, should a Statement of
    Capabilities be found to meet the requirements set out in the
    ACAN, then the contracting authority will proceed to a full
    tendering process.
    
    Suppliers who consider themselves fully qualified and available
    to provide the services/goods described herein, may submit a
