TITLE: COUNTER-IED EXPLOSIVE TRIAL ENGINEERING SUPPORT - TASK AUTHORIZATION CONTRACT 2. SECURITY: 2.3.1 The following security requirements (SRCL and related clauses) apply and form part of the Contract. SECURITY REQUIREMENT FOR CANADIAN SUPPLIER: PWGSC FILE # W7702-175836 2.3.1.1 The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of SECRET, with approved Document Safeguarding andProduction Capabilities at the level of SECRET, issued by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 2.3.1.2 The Contractor/Offeror personnel requiring access to PROTECTED/CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, CONFIDENTIAL or SECRET clearance, as required, granted or approved by the CISD/PWGSC. 2.3.1.3 This contract includes access to Controlled Goods. Prior to access, thecontractor must be registered in the Controlled Goods Program of Public Works and Government Services Canada (PWGSC). 2.3.1.4 The Contractor MUST NOT utilize its Information Technology systems to electronically process, produce or store any sensitivePROTECTED/CLASSIFIED information until CISD/PWGSC has issued written approval. After approval has been granted, these tasks may be performed at the level of SECRET. 2.3.1.5 Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC. 2.3.1.6 The Contractor/Offeror must comply with the provisions of the: (a) Security Requirements Check List and security guide, attached at Annex C; (b) Industrial Security Manual (Latest Edition). NOTE: There are multiple levels of personnel security restrictions associated with this file. In this instance, a Security Classification Guide should be added to the SRCL clarifying these restrictions. The Security Classification Guide is normally generated by the organization's project authority and/or security authority. 3. REQUIREMENT: DRDC - Suffield Research Centre is conducting a multi-year project to counter the threat from Improvised Explosive Devices (IED) to enhance the survivability of Canadian Armed Forces (CAF) personnel, vehicles and equipment. In support of this R&D program, Suffield Research Centre has a requirement for a Contractor to support Suffield Research Centre in developing and executing scientific testing, in analysis and reporting of data, and in the design, modification and maintenance of experimental equipment/facilities. Suffield Research Centre requires these services on an as-and-when task authorization requested basis. To qualify a bid will have to consist of no less than 80% of goods and/or services of Canadian origin. WARNING: FACSIMILE BIDS WILL NOT BE ACCEPTED due to the nature of this solicitation. 4. EVALUATION AND SELECTION: Evaluation: Mandatory and point rated technical evaluationcriteria are included in Annex I of the solicitation. Contractor selection: To be declared responsive, a bid must: a) comply with all the requirements of the bid solicitation; and b) meet all mandatory criteria; and c) obtain the required minimumof 70 percent (70%) of the maximum points available in EACH category subject to point rating. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 60% for the technical merit and 40% for the price. 5. OWNERSHIP OF INTELLECTUAL PROPERTY: Any intellectual property arising from the performance of the Work under the Contract will vest in Canada. 6. PERIOD OF CONTRACT: It is anticipated that the contract will be effective from date of award to 2018-03-31 year with the option to extend the term of the Contract by up to one (1) additional one (1) year period.
