    1.  TITLE: 
    METAL GONG TARGETS
    
    2.  SECURITY:
    There is no security requirement associated with the requirement.
    
    3.  REQUIREMENT:
    For the supply of Metal Gong Targets for the Department of
    National Defence,  CFB/ASU Wainwright, Denwood, AB.
    
    Mandatory Technical Specifications: 
    
    A.  	Specifications - Target System
    1. 	Target System must consist of three separate pieces:  target
    plate, hangar and steel support which, once assembled, allows
    the target plate to swing backwards
    2. 	The steel target plates must be made up of alloy
    abrasion-resistant steel with a minimum Grade of  AR5OO Hardox,
    minimum 3/8" to maximum 1/2".
    3. 	The target plates must be resistant to the impact of .338
    and .50 calibre rounds at a minimum of 300 metres. 
    4. 	Once assembled, the hanging-bracket system must enable the
    target plate to hang at a minimum of 20 degrees downward to
    avoid ricochet back at shooter
    5. 	Steel support frame should be designed so that to be folded
    down or dismantled so that the replacement of parts is possible
    and to assist in set up and takedown of the system
    6. 	Steel support frame should be sized to be compatible with
    the size of target plate required and come complete with
    weather-tight covers and standard hardware used to assemble the
    targets
    7. 	System must be portable and light enough that it can be
    loaded onto CF and rental  vehicles:   Target Plate 40-45 lbs.,
    Hangar/Frame Stand 60-65 lbs. 
    8. 	The steel target system should be easy to set up and take
    down by one person without tools in order to decrease range
    setup and tear down times
    
    
    B. 	Medium Metal Gong Targets - Drawing Attached (Drawing 1) 
    1. 	The medium metal gong kill zone will be an elongated
    rectangular body with an elongated rectangular head.
    2. 	The kill zone measured from the bottom of the kill zone
    target to the top of the kill zone head will measure 69 cm
    3. 	From the bottom of the kill zone to the top of the shoulder
    will measure 51 cm
    4. 	The width of the kill zone body will be 30 cm and the width
    of the kill zone head will be 13 cm
    5. 	The kill zone head measured from the top of the kill zone
    shoulder to the top of the kill zone head will be 18 cm 
    6. 	The top of the shoulder measured from the outside of the
    shoulder to the outside of the head will measure 8.5 cm
    	
    C. 	Human Size Metal Gong Targets - Drawing Attached (Drawing 2)
    1. 	The human size metal gong kill zone will be an elongated
    rectangular body with an elongated rectangular head
    2. 	The kill zone measured from the bottom of the kill zone
    target to the top of the kill zone head will measure 114.5 cm
    3. 	From the bottom of the kill zone to the top of the shoulder
    will measure 96.5 cm
    4. 	The width of the kill zone body will be 46 cm and the width
    of the kill zone head will be 13 cm
    5. 	The kill zone head measured from the top of the kill zone
    shoulder to the top of the kill zone head will be 18 cm
    6. 	The top of the shoulder measured from the outside of the
    shoulder to the outside of the head will measure 16.5 cm
    
    
    4. EVALUATION AND SELECTION:  
    Mandatory technical evaluation criteria are included in Annex
    "C" of the solicitation. 
    The responsive bid with the lowest evaluated price will be
    recommended for award of a contract.
    
    5. DELIVERY DATE: 
    Delivery is requested by 2013-MARCH-31 or best delivery date
    offered. 
    
    6.  CODE OF CONDUCT CERTIFICATIONS 
    Pursuant to section 01 of Standard Instructions 2003 and 2004,
    Bidders must submit a complete list of names of all individuals
    who are currently directors of the Bidder.  Furthermore, as
    determined by the Special Investigations Directorate,
    Departmental Oversight Branch, each individual named on the list
    may be requested to complete a Consent to a Criminal Record
    Verification form and related documentation.
    
    
    This PWGSC office provides procurement services to the public in
