    1.  TITLE: SAFETY TRAINING COURSES, Cold Lake, AB
    
    2.  SECURITY:
    All of the work is unclassified and the contractor will not have
    access to any classified information. 
    
    3.  REQUIREMENT:
    The Department of National Defence, 4 Wing Cold Lake, AB, has a
    requirement to provide personnel at 4 Wing Cold Lake with safety
    training courses on an "as and when requested" basis to meet
    training requirements specified in the Canada Labour Code,
    National Joint Council Occupational Health and Safety Directive
    and the Department of National Defence (DND) General Safety
    Policy and Standards. 
    Training will take place at 4 Wing Cold Lake in building 84 or
    other training facilities as designated by the Wing General
    Safety Office.
    
    The contractor must provide the following courses in accordance
    with provided prerequisites: 
    
    I.	Fall Protection
    II.	Confined Spaces
    III.	Hydrogen Sulphide (H2S)
    
    Courses will be scheduled with the intent to run consecutive
    serials totalling three (3) to five (5) days, as demand
    warrants. The Contractor must be prepared to run three (3) or
    more courses back to back if demand warrants or due to time
    constraints (venue availability). Classes will run from 8:00
    a.m. to 4 p.m. 4 Wing will not normally request training to be
    scheduled from April to August. The Wing General Safety Officer
    will liaise with the Contractor to determine a course schedule
    achievable and practical to both parties. Course delivery must
    be available within two (2) months from receipt of a DND
    confirmation of dates.
    
    4. MANDATORY REQUIREMENTS:
    Failure to meet any of the following mandatory criteria at bid
    closing will render your submission non-responsive and it will
    be given no further consideration. 
    
    a)	Bidders must certifiy compliance to the provision of all
    prerequisites identified in Appendix 1 to Annex "A", Minimum
    Course Requirements by signing below. Upon request, bidders must
    submit the training material and sample examinations to be used.
    If requested, training material will be evaluated to ensure that
    all teaching points required are addressed. The training
    material and sample examinations if requested, must be submitted
    on CD with files in either PDF, DOC, or WPD format. It is
    requested that the files be read-only. It is the responsibility
    of the Bidder to ensure that the correct information is included
    on the CD and that the CD works. PWGSC reserves the right to
    distribute the information contained on the CD to the evaluation
    team for evaluation purposes.

    prerequisites identified in Appendix 1 		to Annex "A".

    b)	Bidders must provide the names of individuals proposed to
    teach the courses. Individuals 			proposed must be Qualified
    Persons under the Canada Labour Code - Canada Occupational
    		Health and Safety Regulations. That is, in respect of a
    specified duty, a person who, because of 		his/her knowledge,
    training and experience is qualified to perform that duty safely
    and properly. 		Résumés may be requested.
    
    
    
    5. CONTRACTOR SELECTION: 
    A bid must comply with the requirements of the bid solicitation
    and meet all mandatory technical evaluation criteria to be
    declared responsive.  The responsive bid with the lowest
    evaluated price will be recommended for award of a contract.
    
    6. PERIOD OF CONTRACT: 
    The contract period for authorizing task authorizations is from
    October 1, 2012 to September 30, 2013, wiith an option to extend
    for two (2) additional one (1) year periods.
    
    This PWGSC office provides procurement services to the public in
