If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. REQUIREMENT: The Department of National Defence (DND) has a requirement for Harper Collins - Collins World Explorer Premium/World Panorama- Global Vector and Raster Data Set. On behalf of The Department of National Defence, PWSGC intends to enter into a sole-source contract with Harper Collins of Scarborough, Ontario. The initial value of the contract is estimated at $70,600.00 for a period of one year plus the option to extend the contract for two (2) additional one (1) year periods at an estimated cost of $70,600.00 per year. The total value of the contract is estimated at a value of $211,800.00 plus GST/HST as applicable. The Following sofware product(s) are being procured; - Collins Bartholomew - World Explorer Premium - Collins Bartholomew - World Panorama The Products will be used to; a) support Web Map Services (WMS) and Web Feature Services (WFS) on up to 3 DND networks. These will include 1 Unclassified defence network with up to 200 concurrent users and 2 Classified defence networks with up to 100 concurrent users on one and 50 on the other. b) build mission specific datasets to support the navigation and weapons systems on board a maximum of 18 Canadian Forces Maritime helicopters and; c) support daily geospatial activities on up to 60 deployable Geomatic Support Systems as single seat instances. GOVERNMENT CONTRACTS REGULATIONS EXCEPTIONS: Section 6 (d) of the Government Contract Regulations is being invoked in this procurement as only one person or firm is capable of performing the contract. Articles 506, paragraphs 12 (a) and 12 (b) of AIT, Article 1016, 2 (b) of NAFTA and Article XV, 1.(b); of WTO-AGP are applicable on the basis of limited tendering where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists. The reason(s) for single tendering are: - Only Collins Bartholomew can provide the level of accuracy and detail necessary for the requirement as defined by the client in the Statement of Requirement. - Collins Bartholomew data is used by and shared between NATO allies allowing for a common platform for situational and planning purposes on both national and multinational operations. - Harper Collins Canada is the only authorized re-seller of Collins Bartholomew products in Canada. CONTRACT PERIOD: INITIAL CONTRACT PERIOD: March 31, 2012 to March 30, 2013. OPTION YEAR ONE (1): March 31, 2013 to March 30, 2014. OPTION YEAR TWO (2): March 31, 2014 to March 30, 2015. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES: Minimum Essential Requirements Any interested supplier must demonstrate by way of a statement of capabilities that its product meets all of the requirements of the client as defined in Annex 'A' statement of requirement. To request a copy of Annex 'A' statement of requirement, please contact the contracting officer listed below. You are hereby notified that the Government intends to solicit a bid and negotiate with one firm only as identified above. Suppliers who consider themselves fully qualified and available to provide the goods and services described in the ACAN, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. If you wish to submit a written response showing that you are capable of meeting this requirement, it must be done not later than the specified closing date and time. The file number, contracting officer's name, and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. As it is intended to proceed in a timely manner, responses received after the closing date may not be considered. Responses received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and is not to be construed as a competitive solicitation. Your written response must provide sufficient evidence (e.g. specifications, technical data, drawings, or any other proof) that clearly demonstrates that your product or service is capable of fulfilling this requirement. Suppliers that have submitted a response will be notified in writing of PWGSC's decision to continue with the non-competitive procurement or to compete the requirement. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process. Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. The PWGSC file number, the contracting officer's name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page. The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
