    ENGINEERING DOCUMENT MANAGEMENT SOFTWARE SOLUTION
    
    An Advanced Contract Award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
    
    The purpose of this Advance Contract Award Notice (ACAN) is to signal the Government’s intention to enter into a Sole Source Contract with SolidCAD, a Cansel Company. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period. 
    
    If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period demonstrating that they can meet the requirements set out in the ACAN, the government will proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
    
    If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier.
    
    DEFINITION OF REQUIREMENT FOR THE DEPARTMENT OF FISHERIES AND OCEANS
    
    The Real Property Assets, Environment, Safety and Security Branch (RPESS) of the Department of Fisheries and Oceans (DFO), Quebec Region, requires a database to store its CAD drawings (architectural, electrical, mechanical or other), with change history, for all the buildings under its responsibility, at over 600 sites. The drawings have been created using various CAD applications, such as AutoCAD, Revit and SolidCAD, or as PDF files. Currently, there is a database in an application controlled by the Coast Guard that contains over 6,000 drawings, representing approximately 7 GB of data. Because access to some of the security plans is restricted, the RPESS needs to acquire its own server and application, and then migrate all its drawings that are being managed by the Coast Guard.
    
    CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES
    
    Any interested supplier must demonstrate by way of a statement of capabilities that their product and services meet Canada’s requirements listed in Annex A of this ACAN. 
    
    REQUIREMENTS
    
    RPESS, DFO Quebec Region: We develop, build, renovate and maintain buildings, warehouses, docks and lighthouses at over 600 sites. The government’s direction is towards environmental efforts, such as managing electronic technical documents, to achieve zero waste. Diverse subcontractors and specialties and changes in the way we work have resulted in the use of different software applications for creating drawings and different means for effective communication. Our priority is to maintain control over the workflow and over the contents of as-built and measured drawings. Therefore, the engineering document management software must provide access anytime, anywhere, and make it possible to share information or restrict access to it.
    We need a user-friendly application, on which the users (about 10 people) will be trained by application experts able to meet all the needs and requirements of the building management team within RPESS.
    Existing data must be migrated seamlessly while preserving the ability of professionals with federal government security clearance to access our existing records.
    The application must continue to support collaborative work with the Coast Guard team. Some of our drawings are used to create other drawings through referencing or linking, thereby eliminating duplication and ensuring that there is a single, authoritative version of each drawing.
    
    MANDATORY SOFTWARE REQUIREMENTS
    
    Any interested supplier must demonstrate by way of a statement of capabilities that their product and services meet the requirements in Annex A with a commercial-off-the-shelf solution (i.e. no development or integration work) that is already in use.
    
    JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
    
    SolidCAD, a Cansel company, provides and supports Meridian, an application that the Coast Guard has been using for many years. The RPESS has access, and our drawings are stored on their server. Many of the drawings are referenced in joint drawings by the Coast Guard and our group. The application must preserve these links.
    Meridian can efficiently manage CAD files from different applications, such as Autodesk, SolidWorks or MicroStation, in their native format.
    We have started to model our buildings and sites using Revit. Meridian can manage these files, namely the central model and local models, in the most efficient way without requiring the drafter to intervene.
    Drawings can be viewed offline and annotated, files can be added, workflows can be monitored, and people can communicate.
    A mobile app is available for iOS, Android and Microsoft.
    The app makes it possible to access an as-built drawing and isolate it while working on a concurrent project, without affecting the as-built drawing.
    The app includes an application programming interface (API) for potential integration with corporate or future platforms, such as SAP.
    
    GOVERNMENT CONTRACTS REGULATIONS EXCEPTION(S)
    
    Section 6 of the Government Contract Regulations is being invoked in this procurement as only one person or firm is capable of performing the contract.
    
    EXCLUSIONS AND/OR LIMITED TENDERING REASONS
    
    Chapter 5 article 513(b)(iii)of the CFTA is applicable on the basis of limited tendering where the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist due to an absence of competition for technical reasons.
    
    Article 15.10(2)(b) of the CPTPP is applicable on the basis of limited tendering under the circumstance that the good or service can be supplied only by a particular supplier and no reasonable alternative or substitute good or service exists due to the absence of competition for technical reasons.
    
    Article XIII(b) of the WTO-AGP is applicable on the basis of limited tendering following circumstances where the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist due to an absence of competition for technical reasons.
     
    OWNERSHIP OF INTELLECTUAL PROPERTY.
    
    Ownership of any Foreground Intellectual Property arising out of the proposed contract will vest in the Contractor.
    
    THE PERIOD OF THE PROPOSED CONTRACT

This software is proprietary, and the proposed Contractor must have the authority to negotiate the terms and conditions of the contract and the related software licensing terms including, but not limited to; limitation of liability, indemnification, transferability of license, termination/refund to the Crown.     ANNEX A
    
    The key mandatory requirements leading to this sole source procurement of the required Engineering Document Management Software Solution are listed below. Canada requires the solution to be compliant with the following:
    
    ESSENTIAL APPLICATION REQUIREMENTS
    
    M1. Existing files (over 6,000 files representing 7 GB of data) must be migrated to the new application while preserving all data and properties that are available in the existing Meridian application and that are shared with the Coast Guard.
    Technical data must be transferred to a new database on a new server seamlessly, without any loss of access during the transfer.
    • All documents (over 6,000 files) must be preserved in their current state along with their properties, archives and previous versions.
    
    M2. Support, professional services and training must be provided in French.
    
    M3. The application must have two environments.
    • Working environment: create, modify and admin access rights:
    Access control (Security)
    o Restrict access to given files.
    o Control and view document status, identify the author (in use - deleted - available) and add comments.
    o Make corrections and annotations (redlining).
    
    
    Information control (Audit)
    o Manage the life cycle of documents with change history and previous versions.
    o Identify the author of a change, add comments and attach files.
    o Print customized reports.
    
    o Work using a web-based, light interface without having to open the application (view/print/save/annotate):
    o View files; print, save and annotate drawings; attach files (PDF, image or other); and create workflows for others to make corrections and modifications, and then notify them by email.
    
    M4. The software must handle various types of CAD files, such as Autodesk, SolidWorks and MicroStation, in their native file format.
    • Manage Revit files. Manage central model and local models.
    • Manage links between CAD drawings (parent-child external references) and view links to other drawings.
    
    
    M5. For all drawing types, the software must keep a change history and provide functionality to switch between versions for comparison.
    
    M6. The software must support at least the following document properties: administrative region, sector, document type, site name, site number, document name, document title, discipline, revision number, revision description and date, revision author name. There must be a way to add, modify and delete revisions, as well as add comments.
    
    M7. The software must generate customized reports that include the basic document properties above.
    
    M8. The software must allow for PDF drawings to be printed automatically.
    
    M9. The application must provide functionality to create, modify and monitor workflows; identify the author of changes; and add comments.
    
    M10. The application must have a mobile interface for viewing drawings in the field.
    
    M11. The application must have an offline mode.
    
    M12. The mobile app must be available for iOS, Android and Microsoft.
    
    M13. The application must maintain access to as-built drawings and, without altering them, annotate them to indicate that another person is working on them in a concurrent project. A copy is then made (with a link to the original) in a project directory.
    
    M14. The application must manage documents and drawings related to equipment maintained using a computerized maintenance management system (CMMS).
    
    M15. The application must be available for on-premise installation.
    
    M16. The application must have an application programming interface (API) for potential integration with existing or future corporate platforms.
    
    You are hereby notified that the government intends to solicit a bid and negotiate with one firm only as identified above.
    
    If you wish to submit a written response showing that you are capable of meeting this requirement, it must be done not later than the specified closing date and time.
