More information on the GC’s direction on cloud computing can be found in the published GC IT Strategic Plan 2016-2020 (https://www.canada.ca/en/treasury-board-secretariat/services/information-technology/information-technology-strategy/strategic-plan-2016-2020.html) and GC Cloud Adoption Strategy (https://www.canada.ca/en/treasury-board-secretariat/services/information-technology/cloud-computing/government-canada-cloud-adoption-strategy.html). This notice of proposed procurement is intended to inform industry of an upcoming Public Services and Procurement Canada (PSPC) consultation and engagement process to establish a method of supply for software-as-a-service (SaaS) requirements under the GC Cloud Services Procurement Vehicle framework. It is envisioned that the GC Cloud Services Procurement Vehicle will consist of various methods of supply to satisfy both classified and unclassified cloud requirements for the GC and public sector entities, which may include but not limited to provincial, territorial, and municipal governments. On September 7, 2018, Shared Services Canada (SSC) published an Invitation to Qualify (ITQ) as the first phase of the procurement process for the GC Cloud Services Procurement Vehicle (https://buyandsell.gc.ca/procurement-data/tender-notice/PW-18-00841719). In parallel with the first phase, this upcoming PSPC consultation and engagement process will lay the foundation for the second phase, seeking feedback on proposed design and requirements to procure SaaS services and solutions. A Request for Information (RFI) will be published to formally kick-start this consultation and engagement process that will lead into a subsequent solicitation process for the SaaS method of supply. These efforts support the GC procurement modernization initiatives in helping the public sector to leverage the latest digital technologies and simplify the procurement process for suppliers and clients to achieve better results for Canadians. The RFI process will inform PSPC with industry’s feedback on how best to streamline and simplify contracting for future SaaS solicitation processes.
