    DUE TO ONGOING UNCERTAINTY WITH THE COVID-19 PANDEMIC, THE CURRENTLY SCHEDULED PRE-TENDER OPTIONAL SITE VISIT AT THE FARO MINE COMPLEX HAS BEEN CANCELLED. A VIRTUAL SITE VISIT WILL INSTEAD BE HELD.
    
    THE REGISTRATION INSTRUCTIONS PROVIDED IN SECTION 5.3 OF THE ORIGINAL RFI REMAIN VALID. INSTRUCTIONS FOR THE VIRTUAL EVENT WILL BE PROVIDED ONLY TO THOSE SUPPLIERS WHO REGISTER, INCLUDING TO THOSE WHO HAVE ALREADY REGISTERED. PARTICIPATION WILL REMAIN LIMITED TO TWO (2) REPRESENTATIVES FOR EACH ENTITY OR GROUP OF ENTITIES WHO MAY BE CONSIDERING A BID FOR THE FUTURE RFP. 
    
    ADDITIONAL UPDATES ON THE VIRTUAL EVENT MAY BE PROVIDED THROUGH A FUTURE AMENDMENT TO THIS NOTICE.
    
    
    PURPOSE OF THE REQUEST FOR INFORMATION (RFI)  
    
    Public Services and Procurement Canada (PSPC), on behalf of Crown-Indigenous and Northern Affairs Canada (CIRNAC), is preparing a tender for the Main Construction and Care & Maintenance Manager (MCM and C&M) for the Faro Mine Remediation Project in Faro, Yukon Territory. Prior to posting the Request for Proposal (RFP), the purpose of this RFI is to notify potential bidders of an upcoming pre-tender optional virtual site visit and information session hosted by PSPC and CIRNAC. 
    
    It is STRONGLY RECOMMENDED that all interested suppliers who intend on submitting a proposal for this future RFP attend this pre-tender optional virtual site visit and information session. 
    
    The intent of this site visit is for potential bidders to gain an understanding of the most important areas and various work activities at the Faro Mine Complex, as well as to get an appreciation of the level of effort required to manage work at site and provide care and maintenance services. A short information briefing on the project status and procurement overview will be offered. 
    
    It is anticipated that a mandatory bidders’ conference will be held in Whitehorse, YT during the future solicitation period. The scope of the requirements in the bid solicitation will be reviewed during this future conference, including with respect to an Indigenous Benefits Plan (IBP), and more questions will be addressed at that time. 
    
    This notice only describes an anticipated solicitation. The provision of this Notice and/or attendance at the site visit and information session does not constitute a contract between Canada / PSPC and the interested supplier.
    
    PROJECT BACKGROUND
    
    The Faro Mine Complex (FMC) is an abandoned lead-zinc mine located in south-central Yukon, near the town of Faro and approximately 350 kilometers northeast of Whitehorse. The site is approximately 25 square kilometers in size. The FMC can be divided into three major areas: the Faro Mine area, the Rose Creek Tailings Area, and the Vangorda Plateau. 
    
    The Faro Mine Site was in production from 1969 to 1992 and the Vangorda Plateau Mine was in production from 1986 to 1998. When Anvil Range Mining Corporation declared bankruptcy in 1998, the site was subsequently entered into receivership. The Government of Canada has taken responsibility of the existing environmental liabilities on the property, including approximately 55 million tons of acidic lead / zinc tailings, 250 million tons of acid generating waste rock and 90,000 m3 of un-remediated hydrocarbon contaminated soil. 
    
    The Faro Mine Complex is currently under Care and Maintenance and urgent works are taking place while the Project is in its Design phase, before full remediation begins. The Implementation phase of the remediation plan will have a number of individual components including, but not limited to: the consolidation of tailings and of waste rock, the covering and revegetating of waste rock and tailings, decommissioning and removal of mine infrastructure, and water management for contaminated, treated, and clean water, including the use of existing water management infrastructure, and the addition of water treatment facilities. Active remediation will also include the development of supporting infrastructure such as energy supply and transmission, borrow areas, support services building, and ongoing care and maintenance at the Faro Mine Site. The overall remediation approach is based on a "stabilize-in-place" concept and the active remediation phase is anticipated take approximately 15 years to complete.

    WORK DESCRIPTION 
    
    The future MCM and C&M Contract will have two (2) distinct Terms (Term 1 and Term 2) with activities specific to each term. Activities such as project administration, site management and remediation and care & maintenance are required in both terms. 
    
    Both terms could cover a period that would span 20 years and the contract cost estimate could be larger than $1.5 Billion dollars. It is envisioned that one contract will be established to cover both terms for the MCM and C&M requirement.
    
    The future MCM and C&M contract may include, but is not limited to the following tasks/activities : 
    
    1. Overall coordination and management, scheduling, financial management of all of the MCM’s own activities and the work of sub-contractors required to carrying out the overall project at the Faro Mine Complex;
    
    2. Role of constructor and mine manager, fully responsible for the overall Health & Safety at the Faro Mine Complex, as per the Government of the Yukon Occupational Health and Safety Act and Regulations;
    
    3. Care and Maintenance (C&M), which involves continued site operations at the Faro and Vangorda mine sites, including water management and treatment, and to maintain the infrastructure so as to prevent adverse effects on persons, property and the environment, and to counteract, mitigate and remedy adverse effects that do occur;
    
    4. Conversion of various design packages into construction packages; 
    
    5. Construction sequencing and scheduling; 
    
    6. Constructability and construction risk assessments; 
    
    7. Assistance with development of substantive cost estimate to support Effective Project Approval (EPA) by PSPC and CIRNAC; 
    
    8. Construction Work to mitigate immediate Health, Safety or Environmental Risks identified by the Project Team, as and when required;
    
    9. Completion of outstanding advanced remediation construction activities (if necessary);
    
    10. Execution of the active remediation work packages as a general contractor. 
    
    INVOLVEMENT OF LOCAL INDIGENOUS COMMUNITIES 
    
    The Government of Canada is committed to reconciliation and meaningful engagement with Indigenous Peoples. The Faro Mine site is situated within the Traditional Territory of the Kaska Nation. As part of Canada’s commitment to reconciliation, it is anticipated that this future procurement will include the requirement for an Indigenous Benefits Plan (IBP) that provides socio-economic benefits to the local First Nations on whose traditional territory the project is located.
