    Summary
     
    Public Works and Government Services Canada (PWGSC) is initiating a process to qualify Respondents for main construction management and care & maintenance services for the Faro Mine Remediation Project.
    This procurement will be conducted in two distinct phases. Phase One - Request for Qualification (RFQ) and, Phase Two - Request for Proposal (RFP).
    
    Interested suppliers are required to respond to this RFQ. Only those Respondents considered by PWGSC to meet the qualification requirements as defined in this RFQ will be invited to submit competitive Bids for this work during the Request for Proposal phase.
    Project Scope 
    
    The Main Construction and Care & Maintenance Manager (MCM-C&M) will have to ensure remediation of the Faro Mine Complex is delivered on schedule, within the construction estimate and to the level of quality required for a complex of this stature and must deliver the MCM-C&M services. These services will include, but are not limited to, the following: administration services, advisory services, construction management and site management services, and care and maintenance services. 
    
    The initial contract is anticipated to be issued for a two (2) year period covering Term 1 services only, with the option to add potential major work packages. There is also an option to extend Term 1 by an additional two (2) year period, and the option to commence contract entry into Term 2 of the project. Term 1 and 2 could extend to a period of 20 years or more. 
    
    Estimated Project Value
    
    It is anticipated that the majority of the scope of work is to be completed by sub-contractors. The total construction value is expected to include construction-related expenses associated with those sub-contracts, and is estimated at $1.5 billion for the duration of the project, inclusive of Term 1, Term 1 Option Period, Term 2 and Term 2 Option Period. All dollar amounts specified in this RFQ are in Canadian dollars.
    
    Enquiries 
    
    Enquiries regarding this RFQ must be submitted in writing to the PWGSC Contracting Authority, Rebecca Taron, at Rebecca.Taron@tpsgc-pwgsc.gc.ca as early as possible. Enquires should be received no later than seven (7) business days before the date set for the RFQ closing to allow sufficient time to provide a response. Enquiries submitted in any other manner and/or received less than seven (7) business days before the date set for the RFQ closing may not be responded to.
    
    Respondents' Conference 
    
    1.There will be a Respondents’ conference on Wednesday, January 13, 2021 from 10AM to 11:30AM PT / 1PM to 2:30PM ET. 
    
    2.Interested Respondents should confirm their attendance and provide the details of the person(s) who will attend by emailing the below information to the Contracting Authority, by no later than 4:00 PM PST on Monday, January 11, 2021, failing which, Respondents may not receive the required virtual conference details before the scheduled date and time of the conference.

    3.The conference will be limited to two (2) representatives per interested Respondent. The virtual conference will be conducted using Zoom. Further instructions will be provided only to Respondents who confirm their attendance as set out in paragraph 2. above and will be provided no later than Tuesday, January 12, 2021. Respondents who have not received instructions on or before that date should contact the Contracting Authority.
    
    4.The Respondents’ conference is optional. It is the Respondent`s responsibility to ensure that it has all the information and technical requirements to attend the virtual conference.
