Public Works and Government Services Canada (PWGSC) is inviting Architectural firms to submit proposals for Standing Offers. This procurement will follow a one phase submission process. The selected consultants shall provide a range of services as identified in the Standing Offer Brief section of this document for projects within the National Capital Area (NCA).  

Proponents shall be licensed or eligible to be licensed to practise in the province of Quebec and/or Ontario. If a Proponent is licensed to practise in only one of the two provinces, then that Proponent must be eligible and willing to be licensed in the province in which they are not licensed. Firms should be able to demonstrate successful delivery of these services for a broad variety of projects over the last seven (7) years. In general, the firm and its personnel will be evaluated on the basis of their demonstrated understanding of the Comprehension of the Scope of Services, Team Approach / Management of Services, Proponent’s Past Experience on Projects, Proponent’s Senior and Project Personnel Expertise and Experience, Sub Consultant’s Past Experience on Projects, and Hypothetical Projects.

It is PWGSC's intention to authorize up to six (6) Standing Offers, each for a period of five (5) years from the date of issuing the Standing Offers.  The total dollar value of all Standing Offers is estimated to be $40,000,000.00 (GST Included).  Individual call-ups will vary, up to a maximum of $1,500,000.00 (GST included). Proponents should note that there is no guarantee that the full or any amount of the Standing Offers will be called-up; PWGSC will award call-ups only when the specific services to be provided under the Standing Offer are needed.

Late submissions will not be considered.
