    PROJECT
    
    Her Majesty the Queen in Right of Canada, as represented by the Minister of Public Works and Government Services (PWGSC) is inviting firms with architectural and engineering services (AES) experience to submit a Response to qualify for the complete fit-up for the Embassy of Canada, located in Moscow, Russia.
    
    There will be two separate distinct AES contracts with two architectural and engineering firms (described as Team A and Team B) to complete services for redesign as further explained in "Section 2 - Selection Process". In this context, "Team A" will provide AES related to initial design phases which incorporate applicable Canadian standards, while "Team B" will provide the AES required to complete final documents to obtain local permits and for construction. Through all phases however, both teams ("Team A" and "Team B") will collaborate with each other, as necessary, with coordination, as needed, from the Departmental Representative and GAC’s Subject Matter Experts (SME) to implement the project. 
    
    PROCUREMENT STRATEGY
    
    This procurement consists of a two-stage selection process. Stage 1 will consist of a Request for Qualification and Stage 2 will consist of a Request for Proposal.
    
    This Request for Qualification (RFQ) defines the requirements for the prequalification of Respondents for this project. Interested Respondents are required to respond to this RFQ. 
    
    The Respondents that meet the requirements of the applicable team for the RFQ and achieve the highest six (6) scores for Team A or Team B may be invited to submit a Request for Proposal (RFP) at Stage 2 of the solicitation.

    Respondents must submit all enquiries in writing by email no later than 5 working days before the Response RFQ closing date.

    Amendments, when issued, will be available from the same government electronic tendering service.
