    This notice of proposed procurement is to inform suppliers that Public Works and Government Services Canada (PWGSC) is proceeding with the second stage of a two-stage selection process. 
    
    Stage 1 consisted of a Request for Qualification (RFQ), which resulted in the selection of the five (5) highest-ranked Proponents for Team A and the three (3) highest-ranked Proponents for Team B, as identified in solicitation 08281-190510/A. 
    
    Stage 2 will consist of a RFP and will only be open to the pre-qualified Proponents for Team A and Team B.  
    
    The RFP document and all related appendices will be provided through a separate electronic system.
    
    For reference, Team B’s RFP will be solicited separately under 08281-200291/A.

    Architectural and Engineering Services, Embassy of Canada - Moscow Russia
    
    Purpose:
    
    PWGSC is completing a process to select a successful Proponent for the provision of Architectural and Engineering Services (AES) for the Embassy of Canada in Moscow, Russia. 
    
    A RFQ was initiated and defined the requirements for the prequalification of Respondents for this project. Five (5) Canadian Proponents identified for Team A in 08281-190510/A are invited to submit a Proposal for this project as part of the RFP stage of the solicitation. Canada will take all steps necessary to ensure the procurement process is open, fair and honest.
    
    The following five (5) Proponents for Team A are invited to participate in this RFP process, under solicitation 08281-190510/B:
    
    1. Stantec Consulting International Ltd.
    2. IBI Group Architects (Canada Inc.)
    3. Diamond and Schmitt Architects Incorporated
    4. HOK Architects Corporation
    5. RDH Architects Inc.
    
    Team B’s qualified list will made available under solicitation 08281-200291/A.
    
    Project Description
    
    Canada has acquired a building in Moscow that will serve as Canada’s new embassy in Russia. The exterior and interior of the building will need to be remodeled to fulfill its new role. To that end, Canada is seeking to engage two firms to provide full AES for the redesign of the building to serve as the new Embassy of Canada in Moscow. Through all phases of the project, both Firms (Team A and Team B) will collaborate with each other, as necessary. 
    
    Licensing, Certification or Authorization
    
    Team A: The Proponent, responsible for the provision of architectural and engineering services must be licensed, certified or otherwise authorized in a Canadian jurisdiction to provide the necessary professional services to the full extent that may be required by the provincial or territorial law in which the Proponent resides.
