PROJECT DESCRIPTION: This requirement is for the replacement of the Big Chaudiere Dam located on the French River at Dokis First Nation Reserve, Dokis, Ontario. The work consist of, but not be limited to, the following: 1. Construction of a new dam to replace the existing one; and 2. Demolition and removal of the existing dam and identified components. Due to the remoteness and the location of the dam which is only accessible by passing through the Dokis First Nation reserve lands, bidders are encouraged to employ the available local workforce. Bidders are advised that the Okikendawt Hydroelectric Project is currently in progress at the Portage Dam which is located at approximately 500 m for the Big Chaudière Dam site. The project will require the successful Bidder to retain Quality Verification Engineers (QVE) throughout the contract period. QVE must be a Professional Engineer(s) licensed in both the Provinces of Ontario and Quebec and qualified to provide the QVE services specified in the Contract Documents. The QVE should have extensive experience directly related to the work for which Certificate of Conformance will be issued. Please Refer to section 01 45 00 - Quality Control for more information. The following aggregate quantities have been purchased from the Dokis First Nation by Canada as government-supplied material for the purpose of the Big Chaudière Dam construction activities. Aggregate Granular A 360 m3 Aggregate Granular B 324 m3 Aggregate Zone 2 Filter Material 480 m3 Aggregate Zone 3 Rock-Fill Material 3948 m3 The aggregate stockpiles have been stored at the Dokis quarry located approximately 3 kilometres from the Big Chaudière Dam site and accessible by Keso Bay Road. The Contractor will coordinate aggregate pick-up with the Dokis First Nation and the Department Representative. A three (3) day notice will be provided to the Dokis First Nation prior to pick-up initiation. The Contractor is responsible for loading and trucking activities. The Contractor is responsible for any additional aggregate quantities required for the Big Chaudière Dam construction activities. Work is to be completed within one hundred and four (104) weeks after contract award. The estimated cost for this opportunity is above $5,000,001.00. MANDATORY SECURITY REQUIREMENT: This procurement contains a mandatory security requirement. At bid closing, the Bidder must hold a valid Designated Organization Screening (DOS). Failure to comply with this requirement will render the Bid non-compliant and no further consideration will be given to the Bid. SITE VISIT: There will be a site visit on July 10, 2014 at 11:00 a.m.. Interested bidders shall meet at the the Big Chaudiere Dam located on the French River at Dokis First Nation Reserve, Dokis, Ontario. It is mandatory that all persons attending the site visit have the proper (CSA approved green patch) safety atire. Safety footwear, hard hats, glasses and vests. Contractor's personnel/individuals who do not have the proper safety attire will be denied access to the site.
